A Great Victory. The most important result of the re- tent visit of Traffic Director J. C. Stubbs, of tho Southern Pacific Com pany, Is tho reduction of tho rate on lumber from points in Oregon to coast Mnts in California to tho former figures of $3.10 per 2000 pounds. In consequence of tho raising of tho rato some months ago to ?5 to all "points which could bo reached by water, there was a great reduction in the number of men employed both In the woods and tho mills of a number of companies operating up tho valley. When Mr. Stubbs was In Oregon this week a delegation of lumber men waited on him and. obtained from him a promise to restore tho former rate. Tho good effect of this announcement Is seen in the following dispatch from Eugene: "Eugene, Or., April 20.
