Tho saw.mills aro shut down and many thousand laborers aro thrown out of employment This evil must bo overcome and It matters not whether It Is caused through over sight, neglect or a desire to favor a particular locality or Interest over an other, or whether tho road Is only a sldo Ibsuo and a branch only to a main line, or because there- 1b freight but one way, and tho companies seek to avoid hauling back empty cars, oxcept to partially appeaso shippors who raako vory loud and vigorous pro tests, or thoy havo Interests In par ticular lumber mills or othor private Interests Inconsistent with their pub- He duty as common carriers, or whether they aro Interested In or coa trolled by a timber, lumber of othor trust that seeks to destroy all other Interests, or whether It Is from somo other cause, The press, tho grange and commer cial bodies aro nqw making earnest protests to trade managers against the prwaent cpndiUons, and it yet re mains to be seen whether or not It Ilea within tho power of these rail road officials to bring about relief. It they fall, then It. will be proper to exert the power of tho state to crush this monopoly. Railroads, acting as common carriers, are servants of the people, and In this capacity they are Intrusted by the state with the per formance of a public duty and It Is within the power of the people to regulate and control tlrem so that they will be compelled to faithfully and im partially perform that duty In the In terest of the whole public. If they aro now masters ef the people, rather than publle servants, It is the duty pf the stato to adopt such means as kWlll oounno them within their proper spnare. There Is no statute In our jstate regulating this subject, but in many of the states aonronrintn uie. latloa has been had to cover this evil We especially call attention to the laws of Texas, Illinois, Minnesota and Wisconsin which regulate this mat ter In their respective states.
