Tho first convict to defeat his sontonce was Ed. Cnntowlno, who was serving en 18 months' sontoiuo for larcony In a store, commlttod In Umatilla. He was rocolvod In Jnnu nry, 1002, and died on Decomher 17th On Sunday morning InBt Andrew White, who wan sorvlng a five years sentence for manslaughter, committed in Multnomah county, also diad from the same disease. A total of 20 ease of typhoid fever havo heon or are now being treated at the prison. Of thnt number 10 are now under the caro of the prison phy slcian, Dr. W. A. Cuslck. Only three of tho 1G nre considered In a sorlous condition, tho rest being couvnloscont William Heltmlllor, of Tillamook county, a five-year man, Is In a critic al condition, and may not llvo. Amonir the others that havo contracted Uip fovor are Fiank MeDnniels, up for 15 years fiom Multnomah. Tho prevalence of this fovor nt the prison naturally suggosts tho inquiry as to its origin. Superintendent Lee reports that the- sanitary conditions about the institution aro good, and an Inspection of the apartmonts shows thnt they aro kept scrupulously clean. The sewage system Is claimed to be adequate for tho needs of the lnstitu tlon. TIih superintendent further re ports that noiio of the water from Mill croek Is need for drinking or cooking purposes. Ail wator that Iff used for drinking Is diawn from a well thnt Is devotod to the neods of both prisoners and officers. In viow of this fact, It is contended that tho blame for the fev er ran hy no moans be placed with tho wator. It Is the opinion of Super Intondent Loo thnt tho cause of ty phoid fevor at the prison may he traced moro directly to tho unusual climatic conditions that prevallod In this locality throughout tho fall, In that there line been an nbsonce of the usual frosts, nnd all vegetation Imb pnBsod thr-ugh a stao of partial de composition. When tho fovor first appeared at tho prison, It dovolopod that the hos pital quartern would provo too small for tho accommodation of the sick. To meet the needs, tho now' kitchen waa convorted into a. hospital. As tho numbor of sick prlsonors Increased Superintendent Leo states that he em ployed additional help, Including i day and night nurse, und took overy precaution to provont tho furthor sprend of the dlsooso among the pris oners, nnd also provided tho patients with every attention that the treat ment of the fever requlrod. The dlot of all the pilsoners was changed as a means of preventing further conta gion, and no expanse has been spared by the prison management to handle the mnlady. The porcontago of tho prisoners that has takou tho fover Is not unusunl. boing loss than 7 por conL Out of a total of 325 prlsonors thoro havo been only a total of 20 cases. Tho bfonnlal roport of Superintend ont Loo, now In tho hands pf tho stnto pilntor, will show that during tho 21 mouths covored In the roport thoro was not a single, doatli In the prison from sickness. This is an exceptional record, and gooa to indicate that con ditions at tide Institution must ho healthful. Many Cases In Reform School. Supprlntondont Uiokors, of the stnto reform school, reports that during the past six weeks thoro havo heon 2G oases of typhus fover nt tho school, with no deaths. Of that number only iiiiuu woro soriousjy w. this Is an unusual record. Few Cases at Asylum. With n population many tlmos groat, or than any of tho othor stnto Insti tutions, tho Insano asylum has had a fewer number of cases of typhoid fevor than'olther tho stnto prison or tho reform school. Tho numbor of pa tients at tho hospital for the insane Is ovor 1200. Thoro has heon a to tal of only 17 cases of typhus at tho asylum this winter, and of that numbor thoro has not been a death. Of the cases 11 worn men patients, and the root woro on the female' wards. In addition to Uieeo cases among the pntlonts. thoro have been flvo casea among the at tendants, three gentlemen ami two la dles, In discussing tho cause for tho fevor at this Institution, Superintendent Gal- hi oath sayff that. In his opinion, tho ijlrjnl'lng qf tha water from Mill orek thQflaurfe of the Oflntaglon nt Uie asylum. This belief ig strengthened lira Dnmpa' near neljrhbor, William Ross, Waa called Ill-Wlll, he waa so cross. Jim Dumps Invited him to tea t r And fed him Force." Tho pains in the abdomen nnd back thnt foci ns i heavy weights wcro pulling down on tho nerves of tho slomnch aro bearing-down pains". Thoy mav not bo particularly gevoro nt prseht but they are growing worse. That headache which nearly drivos you distracted now is caused by tho lernblo WINE of CARD V In "the fact thnt since the use of the wnter from that stream at tho asylum was discontinued, since the fever first appeared, there has not been any fur thor sickness of tho snmo nature among the pntlents or the attendants. For somo time this Institution lm been dependent for a souico of wntor supply for domestic purposes from Mill creek, that has boon convoyed to the asylum from the statu prison by pipes. Th cases have all received treatment In the hospital at tho Infirm ary, nnd nil are now convalescing. Tho piovnleiice of this disonsu nt tho asylum from the apparent causo, coupled with the fact that, hy a re cont decision of tho supremo couit, by Which It wns held that tho state Is not entitled to the water it has boon np propriatlng from Mill crook, mnko It incumbent on the coming Ioglslaturo to provide other moans ofiurnlshlug this Institution with anothor and moro wholosome wntor supply. Tho statu has heon thinking of nrranglng with the Flouring Mills Company, the right ful owners of tho wator sorvlce from which tho state has been drawing Its supply for tho prison and the asylum. SInco tho fovor first appeared nt the asylum, Superintendent Calbroath or dored tho wntor supply from Mill croek, for drinking purposos, discon tinued. This supply has boon re placod with wator from tho woll at the main building, and to maintain pn ad equato supply for tho needs of tho In stitution, tho pump has boon operated continually. This moans of supply will servo until tho summer season arrives, and by thnt time It will be neoossary for n further supply to bo provided. Suporintondont Calbroath roportfl that tho sanitation at tho asylum It, satisfactory, and says no hlamo for the fovor can bo traced to unsanitary conditions nt the Institution. The now sewor has boon complotod with tho stnto buildings, which materially rollevea tho sowago systom.
