Putting nil olllclalH on a Hat Halary, and putting nil fo and earnings of each office In tho treasury, has worked well In tho city of Salem. It has wiped out debt and lucrensed tho rev enues. Putting all Marlon county ufllcialH on Hat salaries and making all feos and earnings of each ollleo swell tho revenues has wiped out 1100.000 debt In three years, and reduced the county tax 2.0 mills. Almost without exception the same result has been achieved In other counties. No county has such badly managed llnaueos, but Its condition has been Improved by this system. Tho constitution plainly prohibits other than a Hat stated llxed salary for state ofllchila. The constitution oxproftsly and specifically forbids of ficials receiving fees nnd perquisites. The logic of accomplished facts and tho logic of history point to lint anl uiIoh as tho only honest and business like way to pay any olllclal. Tho law and tho custom nnd tho constitution prove tho same result. HOPS SOARING HIGH i Secretary Winstanley Re ceives Encouraging Reports Condition of Yards in sion Bottom Mis- James Wlnstnnley, secretary of tho Oregon Hop Growers' Association, Is In recolpt of very encouraging nowa in relation to tho hop crop of 1902. He has Just received a letter from Now York state, In which he Is told that the remarknblo price of from 30 to 35 cents per pound has beon offered for this year's crop. Since there Is a nntuial difference of about four cents In the Oregon nnd New York markets, Mr. Wlnstanloy concludes thnt It will be but n short time until Oregon buy ers will bo offering 26 cents nnd pos sibly more on contracts. Tho same correspondent snys some Oregon hops of the 1901 crop recently sold In tho New York market for 2C cents, which is equivalent to 22 cents in tho Salem mnrkct. Tho writer further says that in his opinion the price of this year's imps will approach dangerously nenr the 60-cent mnrk boforo the season Is closed. In discussing tho general hop condi tion In tho Willamette vnlley, Mr. Wlnstanloy snys tho present weather Is perfect for tho growing crop. Ho says further thnt If wo should havo no tnoro rain nt all until after the har vesting of tho crop that hops would not suffer. Whllo the continued hot weather of tho past few days would slightly reduce the ylold. It would at the same tlmo Improve tho qunllty of the pioduct. "The hot weather Is rap Idly killing the lice, and particularly tho smaller llco," said Mr. Winstanley, "hut I am spraying my hops, anyway. I'or the slight Itom of exponso thnt spraying Involves, a poor man cannot afford to neglect treating his crop to a vigorous and systematic spraying. With the prospect so good for n big price for our -crop, It Is evldont that the hotter tho quality tho hotter the figure we will recelvo for our hold ings." A representative of Tho Journnl, who lias Just returned from a trip through tho Mission llottom country, finds n condition of prosperity much Improved over recent years. Hops ore lolng well. Tho growers seem to think that tho lice will not he very damag ing. Most of tho crop lias been con tracted at low figures, from 11 to 13 cents. Some are holding part of their crops for higher figures. The experi ence of past year has mnde the grow ers rather careful. A number of grow er, lu order to procure picking mon ey with which to pay the pickers, have made contracts at figures that will enable them to clear something. The small yards are not contracted, ns h rule. Owner of such ynrds are Jubilant over the outcome of nffalrs. believing that hops will go to a higher figure. ICach grower seems to think that his crop is especially good, and. to look at the yards. It Is hard to tell which will be the best. Will make! comment on the appearance of Indi vidual yards m a later date. Some grower Iwcame discouraged Inst year and tl lil not keep their full acreage this year, uud are now sorry for their shoit-elghteduoa.
