The preaent nianugement of the Sa lem Light, I'ower & Traction Com pany's plant, which ban been making aiinie substantial improvements to Its property In thla city, will next week Inauguiato even more oxtotiBlvo ro paint nnd change In Its lines. Work will begin early next week on a three rail track that will be constructed from tbe Intersection of State and Winter atreots and west to Commer-i clal street, over which both linos of cars will oe operated, nrancuing ai their terminal points to tho original lines and destinations, as are now In force. Tho work will be In charge of Manager Hrown and Superintendent FlannaKan. The Combined trnck will follow the line or the "little car" track down tho center or Stnto street to Commercial, where connections will be made with the North and South Commercial street lines, as they now exist. This plan will necessitate tho reconstruc tion or one block of new track from Liberty to Commercial street since neither or the tracks now used on that section of the street occupies the center or the street. For tho remain dor of tho distance, the new track will be constructed ou tho present roadbed of the "little car" track. This Important change In the com pany's system, in addition to simpli fying the operation of Its cms, will re sult In a pronounced improvement In the Keneinl appearance of State street, one of the city's principal thorouKhfnroH. which at the present time Is largely occupied by street car tracks. A compound switch for the transfer of cars will he established at the Winter-street tormlnal of tho triple-rail trnck, and the "Y" nt the Intersection or State and Llhorty streets, will not bo removed. A now trolley wire will he strotcbed from the state penltentlnry to Wlntor street, making connection at the latter point with tho wire that was recently stretched ror the "little car" lino. The company tins been making some extensive repairs to Its roadbed throughout the city. Cars are being overhauled, and preparations belli made ror the heavy trnlllc (IuiIiik the rulr season, and other special occa sions. It had been planned this sum mer to extent! tlio triple-rnll track to tho Tulr grounds over the line or tho "little car" track, and nbandon the (union Head hianch or the "big line," but MnmiKer Hrown says the company has all the work or even greater Im portance thau It ixmalbly pan do be fore fair time. This, ami other change, will receive consideration later. The (inrtlen roatl hianch will be reimlred ami placed ill serviceable condition ror the rail's business. Tho harvesting of tho 1002 ciop of flax, urown about Salem under the peisonnl direction of Kugcne Hossc bouan this mornhiK. The work of pulling the straw was begun in three small fields representing an acreage of 18 acres. The harvesting or the flax crop will bo carried forward until the 223 acres have been pulled, and the straw Is ready for the more ndvaneed procoss of manufacture. Mr. Dosbo, who represents Eastern capitalists In the cultivation of this crop here, has suspended work In the llax fibre plant until the maturing crop can be harvested. The threshing of the llax straw will begin In nbout ten days, when the different steps In tho harvesting and curing process- pulling, retting and threshing the straw will be In operation at the same time, affording employniont to many people. "Tho crop this year Is not a com plete success, nor Is It up to expecta tions." said Mr. Hosse this morning, out tlio disappointment in tins re spect Is not without explanation The weather has been most unseasonable for tho condition of the crop. For this reason, tho crop this year ennnot be accepted as a satisfactory tost. Tho result would no doubt hnvo been up to all expectations had tho weather been at all favorable. "Of tho 100 acres that were sown In April, nbout GO acre are of first grado llax, the remainder being only fair, or the remaining 123 acres I hail sown, the quality ranges trom poor to good, according to the soil and tho manner or cultivation. Poor soil was produc tive or a poor quality or llax. The quality, However, of tho llax will ho Improved as the farmers acquaint themselves with Its proper cultivation. Taking Into consideration the unfavor able weather, nnd the further rnct that I am unncqunlntetl with the soli and climate or tne Willamette valley, the result Is nil that could be expected fiom the first year.
