"Flat sal aries" means to pay a fair, exact, fixed, reasonable price to each official per annum instead of as at present all kinds of salaries and fees and perqui sites, In some Instances amounting to $15,000 to $20,000 a year, and God alone knows how much more. It meanc that all above receipts of offi cers, a certain amount shall go Into the state treasury. ,,Tho pro8ont salary of tho secretary of state is $1600. To bo sure, that ofllcor receives far more than this sum each year, but this extra amount doos not come out of tho stato treasury.
