What Is an expense of $12,000 or $15,
000 compared to saving $50,000 a year
for four years, and putting the direct
legislation club In the hands of the
people, to hold over the regular ses
sion. "Flat salarlos, as advocatod during
tho recent campaign, moans larger
salarlos so far as taxpayors aro con
corned. Tho constitution now pro
vides for a Hat salary of $1500 por an
mini for tho govomor. Tho flat salary
in contemplation for that ofllcor is
probably ?6000."
Tho above again dodges. "Flat sal
aries" means to pay a fair, exact,
fixed, reasonable price to each official
per annum instead of as at present all
kinds of salaries and fees and perqui
sites, In some Instances amounting to
$15,000 to $20,000 a year, and God
alone knows how much more. It
meanc that all above receipts of offi
cers, a certain amount shall go Into
the state treasury.

of state is $1600. To bo sure, that
ofllcor receives far more than this sum
each year, but this extra amount doos
not come out of tho stato treasury.
It Is paid by prlvato partlos and cor
porations in the shapo of fees. A "flat
salary" ror the secretary or stato will
mean a largor contribution from tho
stats treasury, for that ofllcor Ib on
titled to more than ?1G00 por year for
his services. The state printer Is on
tho feo systom, and is paid In propor
tion to work done. His salary looks
largo on paper, but ho pays his om
ployoa union wages, and this item of
wngas makes a hole In what he draws
