Gonoral Gantoubein was also to attend the Interstate National Guard Associa tion at which was discussed and pre pared u bill for presentation to tho pres ent congress. It provides that the regularly organ ized and uniformed active militia in the Boveral statos who participate in tho ap portionment of tho annual appropria tion provided by Congress shall .consti tute tho active militia, und tho organ ization, armament and discipline bhali be the sainu as tlmtof ths regular and volunteer armies of the United States. That whenever necesrary the Presi dent may cull forth such number of tho organized militia as he may deem necessary, fur a period uot exceeding nine months.
