Many more applications are in tho courso of propa tlon and havo been forwarded to tho State Land Ofllco, but owing to somo defect they have not been placed on file. By the provisions of tho Carey act tho Federal Government offers to donate to tho stato 1,000,000 acres of land when tho same shall havo been reclaimed. Tho sonoto, In turn gives tho liml to settlers upon thu same terms. In fact, tho stato acts chtelly as a medium through which tho man who reclaims land gets his title from tho Government. Applications for arid land are mado to the Stato Lnnd Board. After eurvoys havo been nJndo nnd a map filed, the state outers Into a contract with tho applicant, whereby the I stato agrees to convey tho title upon his re claiming tho land as required by tho Fed eral Government, The applicant must pay all exponsss of drawing papers, making surveys, reclaiming the land and making llnal proofs to tho Gener al Lind Olllce. Whon tho contract is made with tho applicant tho Btnto ap plies to tho 1'nltcd Statoi for tho land described in tho application filed by tho man who Intends reclaiming tho land. The Government tronsfere the land to tho stato when proof is mado that tho land has bion reclaimed, and the state then makes tho conveyance to tho (ottlers. liy tho provision of tho stato law no settler can acquire more than ItiO acres. Thoso persons, asioriationB or corpora tion whorelcolm moro than 160 acres do not securo title in fcoeimplo to tho land Thoy aro given possession of thu land un til it is convoyed to settlers, havo a lien on tho land for tho cost of reclamation, and havo thu privilege of charging wator rates to settlors, tho rates to bu fixed by tho Stato Land Board. Tin settler who wishes to purchase land which haa hoen reclaimed must pay tho reclaimers the cost of reclamation. The stato gets nothing from the land, and hours none of tho expenses. Tho applications for arid land thus far tiled are horn briefly noted. It has been said that in eomo cases laud has been applied for undor tho Carey.nct, which is not in reality arid land. There is nothing in tho State Land Department to establish tho truth or falsity of this allegation. As a gonoral rulo, public land that is now vacant is not considered of very much value, so not many acre of that tal'uu hs arid land will probably produce crops with out irrigation. Tho cog of reclamation will vary with each tract of land, nnd also witb tho do greo of proof the Government may re quire upon tho question whbtlior tho land has In fact been reclaimed. The recent announcement that tho Co lumbia Sonthorn Railroad is to bo ex tended southward to tho town of Bend, in Crojk County, gives new Interest to tho picject of reclaiming largo tracts of land along the Dosohutes and Little Dm. chutes Rivers and their tributaries.
