Of this comfortable contribution Mr. Huntington, it is said, had promised to glvo one-fourth person ally, nnil he undertook to rnleo tho rest. It Is also understood that the death of Mr. Huntington is n serious llnancial blow to tho imperial junta, as this tin fullllled promise, not being in tho form of a promissory note, cannot bo filed as a claim against tha estate. While the courts might refuse to en force this claim upon tho ground t' nt tlio consideration is not such n ono as the inw recogni7cs, still Mr. llnutia no doubt considers it valid nnd binding in politics, a domain iu which, nceordlng to another high Republican nuthorlty, ho Decalogue has no placo. This con sideration, according to current rumor, was tho "holding up" by the sonnto o the Nicaraguan Canal bill, which had passed tho houso by a largo mnjorlty. Tho bill is still on tho senate files, but tho sltuat'on Is all "balled up," to uso a current slang phrase, by tho action of tho Nicaraguan government in repeal ing the concessions which the United States expected to si curo. Whether Huntington nnd his friends in tlio ad ministration had anything to do with that repeal does not appear. Tho only thing certain about thu whole matter is that thu construction of tho canal would largely decrease tho power of extortion exercitcd by the transcontinental rail ways, freo tho throats of tho peoplo of California from tho grasp of n giant mo nopoly, and so decrease tho money vaIuo of Mr. Huntington's railroad by many millions of dollars. A million dollars Is n big sum of monoy, but it Is it mere bagatelle compared with thu value ol.'tlio moiopoly shared by Mr. Huntington's roads with ono or two others. This rumored arrangement between the Republican committco and Mr. Huntington illustrates tho modern prac tice of applying trust methods to lobby ing, enacting m defeating bills, ns tho caso might bo. Iu tho olden times, nnd even nt tho dresent time iu some of the states which lire slow to adopt new things, it was the practice of nn Individ ual or a corporation sny a railroad cor poration that desire J tho enactment or defeat of it bill to deal with Individual members or numerous individual lobby ists. Some such iulluenco touched tho .Republican National Convention, nnd it contains no pledgo to construct tlio Nicaraguan canal, although it was tlio general un derstanding that suc'v n pledgo would bo made. But thu draft of tho platform was changed lull vaguely favoring "an isthmian canal." What becomes of theso big contribu tions to campaign funds is a matter of speculation. All of thu monoy does not go to tho purchnso of votes nor to tho legitimate oxpciifcos of tho .campaign. Some jackets aro likely lined with a good part of it.
