(Tho following excerpts from uu article by Thomas F.Milhird, dated atPreeoria, .March i'lth, 11KX), which appears In the July Porlbner'ti, throw light (on much that has seemed mysterious to those who have watched the progress of tho Boer war.) The Hour, with ail his stublwrn cour age, his cunning of kopje (and veldt and hkiii witii a riue, which niakes mm w formidable nfoo, hag his mllltlary weak uesses; weaknesses so numerous, no glar. mg, so calculated to undermine and des troy his elements of effootlvoness.that it Is little short of miraculous that ho has any success at all, If tliu lloer in civil lifo is a punlo, the lloer at war is a being beyond tho ken of ordinary mortals. The Doors detests, hates, loathes war, Ho will not light unlessdrlven to it. Do- dearest upon earth his political inde pendence To any man who has watched tho lloer In war, any accusation which fastens upon him tho responsibility for tlio commencement of hostilities falls to tho ground ns absolutely preposterous. There Is not a man, from tho Commandant-General down, who docs not dally pray for peace. Thoro is not a man who Is not heartily sick of lighting and tho hardship of laager life, and who would not purchase tho prlvllcgo to again enjoy tho comfort nnd qulot of home with any concession which iwould leavo him his liberty. I will notundortako to say which in tho principlo weakness of tho Boer, but they all, In a measure, seem grafted on n huge bump of insubordination, Bear in mind that tho Boors havo no regular mllltlary organization. Except tho Com manuant-Genoral who is elected ovory II vo years and who is as apt to bo choson for social as for mtlitiary qualifications thero Is no permanent nuclous. Each district lias its Hold cornet, who is a sort of semi-civil olHcor and whoso chief duty is to administer tho commandeering lawB when occasion arises. When a com mando is formed to tako thofjold n, com mandant Ib elected. Tho commandants havo llttlo control over tholr men, in whom the republican sjilrlt isilovolopcd to an inconvenient degree. If tho war requires ' largo bodies of troops, vecht ganerals aro appointed, who are under tho commanding general and command groups oi commandos. All Boors aro wonderfully jealous of authority. They will tolorato no assump tion of suporlor intelligence or knowl edge on tho part of their olllcors. They will nevor submit to bo ordorod to fight. If they want to fight thoy will fight, but if they don't want to fight they wont. They may bo coaxed, but nsvor bullied. Ono of their generals may establish a sort of mental supremacy over them and so gain their conlldonco that thoy will obey him with comparative certainty: that is, thoy will agree to follow his ad vice. The Boor only tights ns n matter of accommodation to his govern ment, and ho will light in his own way or not at all. If you got him angry ho will tako his gun, mount his horse and ride away. lam not defend ing tliu idlosyncraciea of tho fighting Door. I am merely describing them. Under tho commandoering ,lav, ovory ilurghor in tho two Republics la liable to be called out for military duty. Ilia rlllo 1ms been provided by tho govern ment (only of late years ho used to pro vide his own weapon) but ho furnlahos tho necessary horse, saddle and bridle, mid provisions for ono wook. Thus he presents himself before his flold cornet ready lor tho fray. If ho doea not so present lilni3ell thero ia a penalty. But It ia rarely enforced. After tho fall of iiiomiiioniein more iiurgiioro woro needed at thu front. Tho Hold cornet oi I'retoria sent summons to 250 men to appear ut his ofllco on n certain day, prepared to go on commando. Only 60 appeared. "Of courso, the delinquents woro prosecuted," says the military gentleman. Not nt all. Tho flold cor nut did not dare to dare to resort to ex treme measures. At great troublo to himself ho went around to see the Burghors, and, being a man of winning personalty and extremely popular, sue ccodod in coaxing most of them to do their duty. The lot of tho Held comet in time of war is not a happy one, Tlio Boer is not aggressive. Tills trait is due partly to his Dutch nation ality aud partly to his religion. A bat tle Is euro to result in tho loss of human life, which the Boer holds to be a sinful faorillco. An attack will precipitate a battle. So tho Boer will not attack ox- cept under extraordinary clrcumstancs. A great majority of the burghora will not attack under any circumstances. Opinlous may differ whou it comoa to assigning a reason for this. urn mo cowaruico tncory cannot ao count for tho refusal of such a largo pro iwtlon of tho Boers to fight upon cer tain occasions. Another explanation must bo found. In all that terrible righting around Liidysoiltli and along tho Tugolo, not more than one-third of the burghers were at any time ougaged. Since tho total foreo under General Joubort never exceeded 7,000 men, it will be seen that the real fighting foreo was rididuously small. Doubtless many people have wondered why the Boers did not send more men to assault tho Platratid, why only u few hundred were compelled to scale Spioukop unaided; why so few fought ami won at Nicholson's Nek, when even a small reinforcement would have resulted in the total destruction of the entire British force; when, during all these operations, thousands of Boers hy idly inactive near by. Six hundred men aisaulted the Pla trand, took part of tlio English trenches, secured a foot-hold on the kop, but, after suffering a loas of forty per cent, were compollcd to retreat bocauso tlioywero not reinforced. This was not tho fault of the Boer genornls. Another com mando of six hundred men had been ordorcd to co-operate in tho as sault, but when tho commandant or dorcd the men forward thoy rofused to movo. So the assault failed. Let the military exports tako all the facts into consideration beforo thoy criticise tho strategy and tactics of the Boor generals (uneducated as thoy aro in tho military fsonse) too severely. Think of tho material thoy hod ot hand to fight their battles with. Inferiority of numbers, lack of artillery, absonco of adequate commissary, were great handi caps, but not tho greatest. Picturo tho mental ferment of a general who, be sot by alarming odds and difficulties, knows full well that half of his forces won't fight, and that the other half havo to be coaxed to fight, and will then only fight much as tho men them boIvos choose. Think of ordering troops to take such and such a position, and to have the men shako their bushy beards nndreply: "Oh, no. That po sition is too dangerous. Wo will go over yondor." I see ray friend, the mil itary gentleman, hero getting black In the face and tearing his hair. I have also seen General Botha tear his hair, and curso tho day when ho ever under took to defend fifteen miles of tortuous river front, against an enemy ton times Ilia strength and with another poworftil foe In his rear, with a couple of thou sand burghers who couldn't bo induced tooboyordors. At tho risk ot puncturfng boiiic of tho war bubbles so carefully cherished by tho English public, I intsud hero to etato a lew lacts. " l am cer tain that in no engagement of tho war excoptlng at Paaderburg, whero all tho Boers captured with Cronjo may bo assumed (orronoouBly I think) to havo taken part in tho fighting havo moro than two thousand Boors beon en gaged, and generally n few hundred havo borne the brunt of tho struggle. Thorca80iiB for this, when thousand8 moro woro within cannon shot of the field, I havo endeavored to mako clear. Yot oven tho most misorablo skulker that over lay In laager wlillo hia com rades wcro furnishing targets for lyd dito shells will fight when cornered, and in this statement tho measure of the ulimato cost ol British conquest of the two republics can bo taken. Thoro is a mistaken notion abroad that tho operations of the Boers havo been directed by Amorlcan and European of ficers. This widely circulated state ment contains scarcely a scintilla of truth. A fow European officers and ono American (Colonel Blake) aro hero, Thoy may bo men of ability .for all I know, and competent to glvo tho Boars excellent advlco. Othor foreign ofllccrs would volunteor it thoy could get com missions in the Ilopublican army. Tho talent can easily bo secured, but how dovlso a schemo to apply it? Tho Boers will not oboy their own olllcers, much loss foroignora. Tho Boor must bo wheedlod into Uahtim: and none but nntlvo olllcers can do this, If not treated to his liking ho will sulk, and a Chinaman will fight bettor than a sulky Boer. Ho ia not n soldier, and doesn't pretend to bo. Tho glamour of battlo attracts hfin not, and his prldo in victory is so subdued as to seem entire ly lacking. Tho dull routine of thu laager oppresses him. Ho pines for thu isolation and ease ot his farm, and ho frequently insists upon having his wlfo with him in the laager, Lot mo tell tho truth. Tho Boor Is lazy. Ho is almost too lacy to go and light. He is entirely too huy to scout or do picket duty or dig trenches. He-will permit a position to remain easily assailable when a few strokes of the pick and shovel would render it impregnable. He makes noth ing of eleeping on centry duty, knowing woll that he will not be punished if caught. Environment and climatic in fluences are responsible for this lack of physical energy. He acknowledges so sequence in rank, and If hia own com mandant is killed will tako orders from no ono under tlio commandant-general. This leaves endless openings for demor alization and disintegration of tho com mandoes.
