Trusts cannot destroy competition. Competition enn novor bo moro than artificially limited, and only the pcoplo themselves, by their own free acts, can do oven that. They may do It by part ing with franchises, as in Ilaltlmoro. Thoy mny do it on n lnrger scale by maintaining n protective tariff which gives special privileges to n fow tnanu turuis at tho expense of the wholn pco plo; or they may do it, as in New York City, by giving tho special privilege of "governing" them to n political trust. Tho "people" havo been robbed without tholr frooly-given consent. Wherever you find nn oppressive trust bo sure that It rests on n special privilego freely granted by tho people, either In tho way of n franchise, n subsidy, a tariff schedule or a monopoly bestowed nt tho ballot box. This Is the cause of all trust evilr, and tlio effective remedy must go to the causo and not triflo with unrelated phe nomena or surface Indications. Tho principle of combination for economy will prevail increasingly, because it is tho expression of u natural law lu eco nomics. No law of man can do moro than temporarily pervert it. Tho real evil will bo remedied when its nature Is understood. Tho trust that docs not rest on social privilege may or may not thrive. It is subject to every menaco ol competition that tho Individual business man is, aiid it enjoys positively no im munities that nro denied to him. Iri so far as its profits nro proportionately greater its risks will bo found propor tionately greater. The economic laws aro the same whether applied to one man with n cap. Ital of ono hundred dollars or to 20 men with n capital of 20 millions. And further the special privilego is Just as iniipnitlous when enjoyed lly the ono man as when enjoyed by tlio 20. It only In comes more apparent in the latter case. It has taken tho growth of trusts in this country to show its iniquity; but thero was Just as much Injustice in tho days before trusts. Only it was too. much scattered to attract attention, The stoutest Republican papers wo know of aro now declaring that the tariff privileges mutt be withdrawn from the trusts. It will take but a little more thinking to show them that ft was just at unjust to scatter the benefits of that privilege among the same individuals before they formed themselves into trusts.
