Blood Treubles:
As the blood contains all the elements necessary to sustain life, It Is impor
tant that it be kept free of all impurities, or it becomes a source of disease,
poisoning instead of nourishing the body, and loss of health is sure to follow.
Some poisons enter the blood from without, through the sldn by absorption, or
inoculation J others from within, as when waste products accumulate in the
system and ferment, allowing disease germs to develop anil be taken into the
circulation. While all blood troubles have one common origin, each has some
peculiarity to distinguish It from the other. Contagious Blood Poison, Scrofula,

In reply to Mr. Jeffrey's comtnuni
cation in Monday's Issuo of TitE Jour
nal, I will eay that I made no particu
lar effort to defeat Mr. Jeffrey. I told
but fow Populists how Mr. Jeffrey jug
gled with politics nt tho atnto conven
tion nnd embodied the samo informa
tion to about 35 Populists roelding In
this county.
Mr. Jeffrey, whllo n member of the
committee, to npportion ollkes between
tho Democrats and Populists, shame
fully abused tho trust reposed in him by
his party' and sacrificed tho best inter
ests of tlio party to secure a nomination
for himself. It was for thus betraying a
truht that I voted against him.
It is true, as Mr. Jeffrey states that ho
moved to make Mr. William's election
unanimous, but tho statement is both
ingenious and characteristic. Mr. Jeffrey
was tho last to withdraw his nnmo nnd
he did not do so until tho ballots wero
being distributed and his case apparent
ly hopeless.
Personalities of tho kind In which Mr.
Jeffrey's engaged nro uncalled for nnd
not calculated to Impress tho general
public with a sense of the writer's dig
nity. I presume, however, that n man
worried nnd fretted by an arduous cam
paign is excusable, when he loses con
trol of his dignity and indulges his tem
per lu riotous expressions which injure
nobody but himself.

Up to n year or so ago Haiti

nnd as competition was active, tho pub.
He whs benefited. Six tickets wero sold
for n quarter, each company gnvo fico

tho enrs wero run nt closo intorvnls. Tho
companies, consolidated, and in n very
short time tho eervico deteriorated.
Tickets wero no longor Bold six for n

curtailed nnd the cars wore run nt longor
intervals. Thero is no chnnco far com
petitlonf rom new companies ns tho old
companies have charters giving them
control of practically nil our streets, nnd
tho courts havo decided that tlieso
charters are irrevocable. It is useless
to talk about tho sufllcioncy of tho law

condition, ns, oxcept very remotely,
thoro is no chnnco for tho operation of
that lnw; nnd in tho meantimo tho pub.
He Is at the mercy ofn trust. What do
you think of it?
Our corrcsondcnt says tho law of
supply and demand does not operate
horo. Hut if not, why not? Tho da
maud is there. And It the supply has
been limited, who did it? Did tho
companies forming tho trust limit it?
This is lino. It is delightful. Wo hopo
tho street car truet of Baltlmoro will
continuo to gougo tho people of that
town good nnd hard. May it employ
ovory known device of corporate greed
to rob and inconvenienco them, nnd
may it invent n lot of new ones. May it
do all that is necessary, in short, to drive
into their stupid-heads that tho ono nnd
only evil In this country nnd every other
country, monarchy or republic, In all
tho tlrao since human association began,
in every phase of it, national, stato nnd
municipal, is special privilege..
You mako a lifo contract to buy your
provisions of two grocers. You bind
yourself novor to buy so much as n
pound of tea of any othor. Your two
grocers form n trust. Why shouldn't
they? They nro in business to mnko nil
tho money thoy can, and you havo
parted with your right to trado with
anyone else. They agree to put up
prices on you. You nro at their mercy,
but who put you thero? And you whine
about tho trust evil, instead of scolng
that tho only evil in tho casu is your
own criminal nslnlnlty in making such
n contract. How long would tho street
car trust of Ilaltlmoro bo n "criminal"
trust if it did not havo Its spcclnl priv
ilege? if, in n word, It hud to compete
for this privilego with good service nnd
low prices, prcclioly n tho dry goods
dealers nnd grocers of Ilaltlmoro have
to do.
Trusts cannot destroy competition.
Competition enn novor bo moro than
artificially limited, and only the pcoplo
themselves, by their own free acts, can
do oven that. They may do It by part
ing with franchises, as in Ilaltlmoro.
Thoy mny do it on n lnrger scale by
maintaining n protective tariff which
gives special privileges to n fow tnanu
turuis at tho expense of the wholn pco
plo; or they may do it, as in New York
City, by giving tho special privilege of
"governing" them to n political trust.
Tho "people" havo been robbed without
tholr frooly-given consent. Wherever
you find nn oppressive trust bo sure
that It rests on n special privilego freely
granted by tho people, either In tho
way of n franchise, n subsidy, a tariff
schedule or a monopoly bestowed nt tho
ballot box.
This Is the cause of all trust evilr,
and tlio effective remedy must go to the
causo and not triflo with unrelated phe
nomena or surface Indications. Tho
principle of combination for economy
will prevail increasingly, because it is
tho expression of u natural law lu eco
nomics. No law of man can do moro
than temporarily pervert it. Tho real
evil will bo remedied when its nature Is
understood. Tho trust that docs not
rest on social privilege may or may not
thrive. It is subject to every menaco ol
competition that tho Individual business
man is, aiid it enjoys positively no im
munities that nro denied to him. Iri so
far as its profits nro proportionately
greater its risks will bo found propor
tionately greater.
The economic laws aro the same
whether applied to one man with n cap.
Ital of ono hundred dollars or to 20 men
with n capital of 20 millions.
And further the special privilego is
Just as iniipnitlous when enjoyed
lly the ono man as when
enjoyed by tlio 20. It only In
comes more apparent in the latter case.
It has taken tho growth of trusts in this
country to show its iniquity; but thero
was Just as much Injustice in tho days
before trusts. Only it was too. much
scattered to attract attention, The
stoutest Republican papers wo know
of aro now declaring that the tariff
privileges mutt be withdrawn from the
trusts. It will take but a little more
thinking to show them that ft was just
at unjust to scatter the benefits of that
privilege among the same individuals
before they formed themselves into
trusts. And we say, bleared bo the
name of the trust If It will bring the o
pie to their lenses? Puck of May 23.
