Uelng askcl for a fuller expla nation of his plan for primary reform, Mr. Hlnghnm s:ld: "If 1 woro to ntlompt to draft a pri mary olection law, I might go farther than would bo agreeable to sorno of tlio political managers, who aro especially pleaded with tlio present methods of conducting the primaries mid holding conventions and making nominations of candidates for olllco In tlio names of tlio parties. I think, howcver,tluit tlio poo aro ready for such a chango in the sys tem as I will outline. Australian Ballot for Ptlmar!s. "I would by law fix n datc,nhotit two moutliB before tho dates fixed for hold ing tlio general elections, nt which all tlio parties which cast 3 percent cr more of tho votes at the last general election should hold and conduct their prima ries and nominate their candidates. Havo tho judges and clerks appointed, the ballots printed and tho primary elec tions conducted substantially as our general elections aro now conducted. Tho county clerk of each county would print the ballots, furnish the blanks, itc, to the judges; the sheriff would provide the polling places, tKXiths, etc., na now ii done, at our general elections. Tho Judges nnd clerks would certify tho returns to the county clerk ; the returns would ho canvassed and declared, ns Is now done nt our general elections. "Tho qualifications of voters at tho primary election should be shown by tho last pieeediug register, or established at the polls as now required by tlio regis tration law, in case tho applicant id not found in the last register. Nominations to be Automatic. "Tlio electors nt the primary election would vote directly for their choice ol tho candidates for each olllco. Dele gates mid conventions of delegates would thus bo abolished. The election would cnablo tho electors to vote directly for their choice among all the candidates for tho nomination for each olliee. Tho b.illot would be printed in perpendicular columns.; for instance, tho Hret column would be tho Republican, the recoud the Democratic, the third some other party, and llnally a "cltir.ens' " or no-party column might bo provided. To become a candidate for a nomination and have onu'fl name printed on the primary elec tion ballot, it would bo necessary to (lie witli the county clerk a petition signed by qualified electors in number not less than I II per cent of tho votu cast for the tho olllco nt the lint general election. All such pulltioiiH would have to ho filed not lens than 10 days before tho date for tho primary election, and the nominee would havo to accept tho invitation dur ing two certain days immediately after the said todays had expired. Thus, on or before 10 days before tho primary elec tion all tho proposed candidates would he named, mid during tlio ninth and eighth days before tho primary election all the proposed candidates would havo to accept the Invitation, In order to bo piinted upon the primary election bal lots. Duplicate impressions of tho bal lots, uioii colored paper, would bo circu lated in advance of the primary olection, as sample ballots. Secret and Uninlimldatcd Voting. "The elector would bo permitted to split his rote upon tho primary ballot Just as hu is now allowed to do at tho gonoial election. Ho will bo expected to vote at tho primary election in a way to dgnify his rholco among all tho would-be candidates for each olllco. Tho wauld-bo candidate of each party, who recoives tho highest number of voles, would he the candidate of that party to bo printed upon the ballot nt the follow ing Juno or other general election. To illustrate: Suppose there wero three parlies, and tho no-party or Indojiend ents participating at the primary elec tion. Tho result would be that the Republican who polled the highest number of votes among the group of Republican candidate would have the Republican Humiliation for that olllco. Illngham, to whoso inde fatigable efforts our Australian ballot and registration laws are primarily duo, in advocacy of a law for tho regulation of primaries. Wo invite earnest atten tion to Mr. lUngham'H plan; not that wo bellovo it to bo a final solution of the primary problem or that wo sup pose he himself to regards it; but be causo it is of tho highest importance that thought and study should be given to tho need of transforming our primary elections from a mere instilment 'of tho Kllt!ral machiuo to a living expression of public opinion. Mr. Uingham'a plan may be adequate, or it may need amed meiit upon trial, or It may even be su perseded Ixiforo the Legislature by a moro practical method. But It is an hon est and intelligent effort at tho solution of a pressing problem, and until a bet ter plan is offered this one deserves the sympathy and support of every right minded and intelligent citizen. Mr. Illngham propotos that on a day far enough in advance of election a pri mary bo held under tho auspices of the local covornment, under the Australian ballot system. Every registered votor will exercise his choice as to nominees for tho various oflicos, mid tho men receiving tho moat voters aro thoreby constituted tho party nouiluoes. Coun ty and stuto officers are required to can vass and record the votes and put tho names on tin ballots to bo voted for at tho general election. A law like this is already working satisfactorily in MhmeaiKills, and Is proposed to be ex tended throughout tho Stnto of Min nesota. In one or moro Southern states party primaries havo long Loen in oper ation. At tho city of Lincoln, Nob., tho Republican party has long mado its nominations through party primaries, tho plan works well, Voters take an intent in tho primaries and turn out, bocutise they know that they aro actual ly exercising the ower ostensibly given them, and not merely registering tho will of the party managers. This it a caiiN3 that appeals to tho judgment mid conscience of every honest .!
