Tho city and state at largo aro trying I to sober up financially, to rub out tho old burdened post nml lako a now start in the race of llfo. In boooi tlavs, somo j yoai-s back, prices went up kicking, in I Uation and gpeoulation woro fashionable, MlKicially in roal estate, and thero was oxiravaganco in nearly all puWc affairs. Men with supposed fortunes in hand in dulled in every luxury and lived like princos. Nothing was too good or too oxpensive, und public business was con ducted on the saino liberal scale. Costly Improvements woro mado by towns and citiea, public debts wero piled up and wholo communities went clashing nhiad 03 if there never could come a day of reckoning and settlement. This city is largely tho state, but ila business nas been badly and extravagant ly managed. Its debt is in tho vicinity of tU.000.000, drawing 5 and 0 percent., and taxes have not been collected promptly, many of lliern being delin quent for ten years or moro. But they have waited in vain. Of courso this slnto of nfiairu could not continue and n decided offort 1ms been made, tho past year, to clear up thai coord. Tax collecting be gan in wirnost for hack years, and tlio uwweor's valuation for 1609 wan greatly roduoed. The valuation was $31,030,771 at 11110,003 below that of 1803.
