Shall Ealom havo n high school? It In to ho regretted that this question muflt Ira discussed in a paper like the Journal which has n. large circulation outaido of tho boundnrloa ot this county. The simplo fact that it is horo consider cd ft dobntablo question whether tills .city of 16,000 inhabitants, tho capital of tho state, ought to lmvo n hlgli school or not, is a notice to outsido communities that Salorn is way behind In educational matters. Nevertheless, we must face tho fact that there are many influential people in Saloin, especially among tho heavier taxpayers, who aro unequivocally op posed to any extension of our education al facilities. There aro two objections brought against the hottcrment of our public schools. Ono is, that It is not dosirablo to provldo free education at public ox ponso beyond tho rudnmentnry branch es, tho three It's, Heading, 'Kiting and 'illthmatic. Tho argument is iniulo that "too much" education unfits n man for what aro sometimes considered tho meaner walks of life. Tliis is directly in lino with a sonti mont which, unfortunately, scorns to Ikj obtaining a strong foothold in cortain quarters ; that socloty must bo divided into "classes j" that tho "mudsills" would bettor lw kept In Ignorance, for enlightenment makes them "diacontcn led;" that tho "higher" classes nlono should bo fitted for tho higher vocations j that freo public schools are social Istic at host, and therefore evil, and should bo restricted to tho smallest sphere It hardly seems necessary, to point out that this reasoning is In direct opposi tion to tho spirit of human liberty, which, so far os possible, gives every child nn equal chance. Nor is It in ac cord with tho most enlightened states manship which rcos that tho most intelligent pcoplo make thobest citizens. Bat nrgumont is not necessary on this point. That reactionary spirit lias been fighting tho progress of human emanci pation for a good many hundred years, and losing ground all the time, On tho score of tho expense, there Is more chance for n real difference of opinion, though careful thought must lead to tho same conclusion. As a matter of fact tho expense of keeping up a high Bchool would lw very small. Ono tcacbor would bo required, at a salary of possibly fOOO a year, prob ably less. Wo already lmvo tho room in the East Salem building. Tho heating would cost nothing additional. It Is probnblo that fOOO a year would covor tho whole expense. How much would this increase taxation? Attt act more people to this city and tho value- of cery piece of property in tho city is Increased. Send pooplo awny and every piece of property falls in value, Kvory intelligent man knows that nothing exercises a stronger Inlltionco In attracting families of tho bettor class than good schools, while nothing has a moro repelling Influence than poor schools. Establish a superior school in the midst of a wilderness and a town will arrow up arouud it, no matter if the country will not supiart a Jack-rabbit. Pooplo of means will sottlo there to edu cate their childruii, and poorer fumlllos will move there and make a living waiting on tho richer. It tho burden of taxation is too heavy, we must Induce mora iwople to come and share it, and nothing will prove a stronger drawing card than a suorlor system of public schools, That will at tract pooplo In Bplto of high taxes, and as tho people, como, tho tax burden will bo llghtonood of itself. .taaLiHk tm .aflLLWlaaV flfaasmorkis had woAitlioutGcMI)iistC i TO WASH BRUSHES AND COMBS T vttfc hlr bruahti tad coal, dlasolvt teMMpeeaful ol GoU Dt Wiiaisg Powder taWtttf rjkta It Is nearly cold, dib tht rttitta o Md down vllfcout illavlof th ttcka i it hnufctt M btcomt vtu vktn lie braiht aft tka. ! tfctm la pUla cold vtur tad drr tea i4ekr k)f tfet flrt or It lit opta !r, Soap kwt Mm l7 k4 coat or t-rwbt jtUov, kM 0M lMt 4t at Islu't tkm, Ta ArJ U UtM f rm Mr it Wttltt Kari mum o uoumwou' Sm4 m o nMt 4. iMtto, Nw Vrk. JIIUIHIHI.UIlaHaiaatl In tho matter of buslnoss enterprises, 1 Is a fact that a low rate of taxation would of itself prove no Inducement; otherwise they would avoid cities alto- celher and take to the country whero there would bo no municipal taxes to pay. Tho question with a business man is not alone what tho expenses will be, but what proportion they will bear to tho returns. Add a few thousand to Salem's popu lation by the best schools in Oregon, which would not bo difficult or expen. slvo, and there would bo moro business hero and a growth in the valuo of prop erty which would moro than componsato for tho few dollars worth of "bread cast on tho waters" in tho shapo of an im provement in our schools.
