The Integrity of a bond H Influltly preferable to that of a warrant and the bond would sell quickly, while the warrant, from Its very strangeness as an Investment, would draw charily and dubiously, upon the Idle, but conservative, capital of the pe'plc of Salem: and this wholesome objection aside, there re mains the stalwart and Imperishable fact, that the bonds, at 4 per cent Interest per annum, would cot thr olty i3,3O0 a your, while the warrants, ut.1J percent interest per annum, would cost $4,400, a difference In favor of Hie bonds of exactly 81,200. Another fact Is entitled to notice In this connectien: when the-e matters were first bruited here, oarly In February last, a syndicate of local capitalists agn-cd to take un the outstanding warrant Indebtedness, provides the rate of Interest would not be less than per cent per iinnnn, and when It was found the rate was restricted, by legislative enactment, to fii percent, the proposition was InsUintly declared "off " The warrants us an Investment, must curry the limit of Interest fixed by the charter or they will not be rooked at, u circumstance that bolsters the conclusion that the bonds nrc rcullv the cheapest fur the city. Rut while the city Is paying this new charge, half yearly, she Is keeping the original debt within Its limit, and not permitting the Interest bill to grow Indcllnltly, year In unu year out, to her subsequent undolmr. Nearly one-fourth of the very debt she Is now trying to provide for. Is Interest, pure and simple, nnd for which, she has nothing within her borderj to show, except the honor and purpose to pay It.
