Apropos of thi coming special city election, for or against the
Issuance of bond. (March 30,) 1 desire to My a word to my fellow-taxpayers
us to the real significance of thtt elect. on, to themelve3f and
to the city Itself. , , M (
halern Is confrortod with the qoestlon of adjusting her floating
Indebtednos, (up to October 1ft, Mm, approximating H,000, rrlncl
pl, and $16,000, Interest, a total of JHO.ouu.) which bears Interest at
the rate of 8 per cent per annum, or M.400 per annum: and to do It as
cheaply and as safely as the rules of business will permit.
In assuming this duty, the council hss three chsrter-prlylledges
under which It may operate, nameljr: To bond, In this sum, at a rate
of Interest not exceeding 4i per cent and with the consent of the tax
payers upon property In the city; To lne refund-warrants, In said
sum, at a rate of Interest not oxceeding 51 per cent: And to levy
(next year) an additional 5 mill general tax upon the assessed values
of the city, making 16 mills In ull.
Which of the Hires expedients Is the safest, quickest and cheap
est ? This is the question to which the new council has lent its best
thought since It was piuced In churge of the city's u (fairs, and which
It has decided, with the concnt of the people, to solve with bond
Issuc. due on or before 10 years and at u rale of 4 per rent per annum.
There arc those in Salem, reputable citizens, heavy taxpayers,
who Inlslst that the refundlng-warrnnt plan I? the bett and easiest
way out of the financial difficulty. Hut Is It ?
In the first pluce, the warrants would not be as
attractive, as a commercial commodity, as the bonds. The
Integrity of a bond H Influltly preferable to that
of a warrant and the bond would sell quickly, while the
warrant, from Its very strangeness as an Investment, would
draw charily and dubiously, upon the Idle, but conservative, capital
of the pe'plc of Salem: and this wholesome objection aside, there re
mains the stalwart and Imperishable fact, that the bonds, at 4 per
cent Interest per annum, would cot thr olty i3,3O0 a your, while the
warrants, ut.1J percent interest per annum, would cost $4,400, a
difference In favor of Hie bonds of exactly 81,200. Another fact Is
entitled to notice In this connectien: when the-e matters were first
bruited here, oarly In February last, a syndicate of local capitalists
agn-cd to take un the outstanding warrant Indebtedness, provides the
rate of Interest would not be less than per cent per iinnnn, and
when It was found the rate was restricted, by legislative enactment,
to fii percent, the proposition was InsUintly declared "off " The
warrants us an Investment, must curry the limit of Interest fixed by
the charter or they will not be rooked at, u circumstance that bolsters
the conclusion that the bonds nrc rcullv the cheapest fur the city.
It Is said, by way of objection to the bonds that their Issuance
would entfin a fixed Interest charge upon the city of 3.1,200 per year,
that this must bunald semi-annually, thus entailing a demand for
new and larger fixed Income to meet it. This is true. Rut while
the city Is paying this new charge, half yearly, she Is keeping the
original debt within Its limit, and not permitting the Interest bill to
grow Indcllnltly, year In unu year out, to her subsequent undolmr.
Nearly one-fourth of the very debt she Is now trying to provide for.
Is Interest, pure and simple, nnd for which, she has nothing within
her borderj to show, except the honor and purpose to pay It.
It Is said, also, that If the dobt Is funned Into bond, a spirit
of ritaklessneM will follow In the administration of c!ty
affairs, und a new debt will be built up. only to be again bunded und
nut away for coming generations to liquidate, Uf they are able).
There maybe truth In this, but It will not come Ui pue utiles Hie
people, themselves, send up councilman, who, prove reckless and Ir
responsible The present charter, If It slmll be preserved, contains a
cliiu-u providing for the lining, uud c listing from the council, of the
alderman who shall dure, In the future, to trangres the debt-limit
of the city. And his prosecution, thereunder, is not confined to his
colleagues, any citl.en mayentorthe suit and carry It tou conclu
sion The-fii percent warranto. If fold, would Iw taken up, by city
revenues from all Miurccs In ubout four years, in place of which, would
bo silll outstanding, the (I nor coot, current expense warrants, so that
In ovo.i this brlof period, tho refund loan would beconvortcd Into the
lurgerdobt, vlth It ever Inoroiislng annual Interest burden: no less
than 11,800, nnd hero uguln tho bond, would be un udvantuge by
$1,000 (Hi r u mi in.
Tho possibility of using the third expedient, the 5 mill general
lax levy Is too remote to be discussed t present.
The logic of economy, of business expediency, of romnier;lal In
tegrity, prompts the employment of the bonding privileges as i will,
iMiyoud all question, soho tho financial problem of Salem, In the
quickest, safest, and cheapest wu.v, possible.
The bonds prooed to be Issued, will be made payable, wlnclpal
uud Interest, right here in Salem, and thus the home debt will create
a valuable, ptiollc lnturet In the cltv's alia Irs; fur, as Hie cltv's cred
itors will boon the spot to wutoh and guurtl the administration of
hor uiralrs, It may he safely presumed they will uso tlm opportunity
for un Intelligent uud serviceable oversight at, ull tint,.
