A Lengthy and An Earnest Meeting nt Last Finally Approves the Salem Charter, The city charter as now completed uuthorl7.e3 funding the $78,000 of float ing city debt by Issuing warrants at not to exceed GJ per cent, or short time bonds at not to exceed 4J per cent. Recorder N. J. Judah again wielded tho gavel last evening at a speclnl meeting of the council called to recon sider tho twenty-third Bectlon of tho draft of the new city charter which relates to the financial manage ment of tho city and which was stricken from tho charter at the last meeting on account of the clause, which It contained, giving the council the power to refund the city Indebtedness by calling In the out standing 8 per cent warrants and Issu ing short-time bonds at a rate of In terest not to exceed 4 per cout. The cuttre membership or the council was present ut tho mectlrTg, Alderman Walker having arisen from a sick bed to attend, and came In a cab that he might participate in tho considera tion of the Important Issue with Ins colleagues. Tno business of the meeting wus opened by Alderman J. S. Graham moving the reconsldcrutlon or section 2:i. In explanation of his action the gentleman stated that some financial clause should bo Inserted In the char ter, and If the council did not proyldc one the legislature would, so that If they wished to have a voice In the matter, action ought to be taken at once. The motion to reconsider being carried, Mr. Graham moved to strike out tho words, "or bonds payable on or before ten years uta rate ot Inter est not to exceed -11 per cent," rrom tho section under reconsideration, Were this clause to curry It would lcavo tho charter without u bonding clause and the council would bo em powered to refund the clt7 debt only by low rate warrants. It was upon this bond question that the fight came, Uesncr absolutely refused to consider any bond proposition while Rlggs had llgured the financial result of both warratits nnd bonds for the period of live nnd ten years and found bonds to bo the cheaper to the city at the eud of 10 years by something like $0000. Buren thought that If you could Issue bonds at 4 per cent and warrants ut 8 per cent It would be saving the city 50 percent Interest each ycur, and so wus In favor of bonds. Legg wished to hear from outside citizens who had uiado a study of tho matter uud called for Mr. Claud Gutch win was In the audience, That gentleman spoko en thusiastically and at length In favor of warrants, and alleged that every bond issuo wns uiado In sumo selfish Interest. McGrcw called for J. II. Albert, the banker, who hud reached the scene of notion Just In time to get a good whllT of Mr. Gatrh's brim stone nnd whosalled Into the ques tion by tho statement that, "since entering this room I have heard only tho argument of a dishonest debtor trying to evade tho payments of tils debts." Mr. Gutch laughed out loud at this and Mr. Albert continued to elucidate the question. At tho conclusion of his argument Mr. Gutch rofutcd thu Idea that he was a dishonest debtor by stating that ho paid his debts If ho didn't own city warrants, And again tho lire Hew for a time until the chair man refused lo allow uny outsldo talk ana the question went before tho council for discussion. Tho council did not dcslro to urguc the matter to any extent, Alderman McGrew re murklug that everything had been said that was posslblo on tho subject, and the voto was taken on tho adop tion or tho amendment. The uyes und noes were called for with the following result, uyes Gra ham, Gesner, Legg, noes, Buren, Bur rows, McGrew, Rlggs, Walker, und so the amendment failed to pass nnd the bond clause wus rctulned. The main question wus put and tho entiro sec tion 23 wus udopted by the same vote us that by which the cluuse hud been defeated. Gesner wished to amend bectlon 8 on ex otllclo Justice powers of tho re corder. He thought the' collection of feos by the recorder from the county wus a graft on the county und ouuht to be stopped, so he moved to umend by giving tho recorder no Justice powers outside of the city limits. Some discussion was raised on tl.e proposition, Legg agreeing with Ges ner. Recorder Judah asked permis sion to speak to the subject, und staled, that llie feos are the prlvuto property of llie marsh il and recorder und It was only by the campaign agreement that they were turned Into tho treasury. If they went ,to tho Sulom Justice com t they were liken u -dor fee cystem by the court and the qlty did not get t'lenj, hence It was to the interest of the city to retain the clause, und ho wus opposed to the amendment. Upon u vote the uyes wereGosnor, Graham and Legg, J, the noes Buren, Burrows, McGrew, Rlggs and Walker, 5, sq the amend ment fallul to puss. Gesner thought u provision should be put in the charter using the prop orty of the business men who reside outfldr the w rpurute limits of the city. W. F.
