Internal Revenue Collector of Oregon Renders an Important Decision. In response to a letter of inquiry from County Judge G. P. Terrell, relative to placing Internal revenue stamps on bonds and similar docu ments Hied In the various county de partments, David M. Dunne collector of Internal revenue for the District of Oregon has addressed the following sclf-cxplalnatory communication to Marlon County's Judge. "Mr. G. P. Terrell, County Judge, Salem, Or,, Dear Sir: In reply to yours of the 18th will say, that In my opinion the bonds, given by adminis trators, executors and guardians, or for the establishment of county roads, are all taxable. It Is the Intent of tlio law to exempt states, counties and municipalities from taxation as such--not the individuals who do business with the county, and who are the persons benefited by the trans action. The one exception Is bonds glveti In legal proceedings. "As to certificates of marriages, signed by clergymen or officers, I am or the opinion that such certificates are taxable, although I am free to confess that the law in tills respect appears to be against public policy, and ought to be void." Since the reception of the above communication, County Clerk W. W. Hall tuduy supplied his department of the Marlon county capital with a quantity of Internal revenue sjauips In denominations varying from 1 cent to 50 cents. He will oblige persons filing in ins office such papers and documents as are specified in the revenue bill to use the stamps until he is officially instructed to the contrary. Judiciary papers alone are accepted from tills bill. A statement of the papers requiring stamps -and the amount Is as follews: All bonds 8 50 Marriage certificates 10 Cltlzeushlpljpipers 10 Declaration of Intention 10 Tlio l)ulur To Terrier. All terriora uro good, Tboy aro as shrewd, game, loyal small chaps as over stood upon (jtinitio foot or gazed at their owner with soulful, loviug oyos, nud of them all I prefer tlio fox terrior, rltlicr wire haired or smooth coated, 'ihtfco nristoeratio, diminutive) gentlemen un-. quostiounbly aro today tho most poyclnr dogs in tho witlo, wide world, an I tbcro aro many excollcnt reasons why this should bo so. From the palaco to tho cottngo theso dogs have provutl their tterliug qualities to tho satisfaction of nil conctrned, and thoy aro especially well suited to tho conditions which govern in crowded centers. When tlio big St. Boruard, mastiff, Dane or other heavy breed is panting in the contracted bnck yard, howling on chaiu, pining for oserciso and freedom, tho torricr is meroly having fun, busy ing himself about tho bousu, warning off doubtful intruders nnd generally at tending to overything which appears to requiro supervision. Clover, alert and stout hearted, ho novor relaxes his guard, nnd ho fears nothing. HiB clever ness as a rule is a safeguard against his making mistakes regarding tho desir ability of visiting strangers. Ho soems instinotivoly to recognize persons who aro not wanted about tho premises, and woo to thorn if their mission be evil and thoir desiro a stealthy invasion. Ho protests promptly and vigorously, and ho will not ccaso until soino ono of his housohold has appoared and taken chargo of tho matter. Ed W. Sandys in Outing. The Llou of Keos. Thero aro lions nnd lions, but tho Hon of Ioul is tho lion of Hollas, says Professor J. Irving Mannatt in Tho At lantic. Tho lions on guard abovo tho gato of Myoonro may be oldor, but they havo lost their heads and therewith their main majesty. Tho lion sentinel over Leonidas' gravo at Thermopylae disappeared ages ago, though wo still possess tho inscription written for it by Simonides: Of beasts tlio bravest L of mortals he, Upon this mound of stononow watched by mo. Tho lion of Chan-ouoin commemorates a groat and dofluito ovont, but ho has been broken to pieces. Botter luck has attcuod tho lion of Koos. Couchod horo on his fkiuk iu tho living rock, with ro verted head, 28 feet from tip to tail, overy feature perfect, full of lifo nud majesty, ono cnu hardly think of him as a mero imngo mado with hands. Ho looks rather ns if in somo prohistoria ago tlio colossus of his kind ho might havo lain down hero alivo and turned to stouo, possibly after clearing tho island of its first occupants, for thero is a myth handed down to us by an old writer that Keos was originally inhabit ed by the nymphs until they wero soared away by a lion and fled to Karystos, leaving to tho "jumping offplaco" tho name of Lion point. At all events tho monument and tho myth make a perfect fit. Our lion is tho very beast to strike terror into nymphs or any other unwel come neighbors.
