Internal Revenue Collector of Oregon
Renders an Important Decision.
In response to a letter of inquiry
from County Judge G. P. Terrell,
relative to placing Internal revenue
stamps on bonds and similar docu
ments Hied In the various county de
partments, David M. Dunne collector
of Internal revenue for the District of
Oregon has addressed the following
sclf-cxplalnatory communication to
Marlon County's Judge.
"Mr. G. P. Terrell, County Judge,
Salem, Or,, Dear Sir: In reply to
yours of the 18th will say, that In my
opinion the bonds, given by adminis
trators, executors and guardians, or
for the establishment of county roads,
are all taxable. It Is the Intent of
tlio law to exempt states, counties
and municipalities from taxation as
such--not the individuals who do
business with the county, and who
are the persons benefited by the trans
action. The one exception Is bonds
glveti In legal proceedings.
"As to certificates of marriages,
signed by clergymen or officers, I am
or the opinion that such certificates
are taxable, although I am free to
confess that the law in tills respect
appears to be against public policy,
and ought to be void."
Since the reception of the above
communication, County Clerk W. W.
Hall tuduy supplied his department of
the Marlon county capital with a
quantity of Internal revenue sjauips
In denominations varying from 1 cent
to 50 cents. He will oblige persons
filing in ins office such papers and
documents as are specified in the
revenue bill to use the stamps until
he is officially instructed to the
contrary. Judiciary papers alone are
accepted from tills bill. A statement
of the papers requiring stamps -and
