The Washington congressmen hare
won a very pretty light. They have
virtually turned .down Chairman
Cannon, of tho appropriations com
mittee, who poses as a watchdog
against western appropriations, and
lias succeeded .In defeating some of
tho Oregon improvements. While
Tom Tongue has mado some good
speeches about tho beautiful climate
of Oregon, the rooullat congrcs'raan
of Washington hayo been able to get
appropriations to 'Improve their
harbors, and establish hatcheries, and
what not. It seems that a Populist,
if he has brains, can be useful to his
state eyen In a Republican congress.
Oregon Is a gold standard Republi
can Rtatc. It has signalized Its loy
alty to tlje administration by giving
Its electors In 1890 and Its vote In 1898
to the Republican party. It Is a pity,
after our people have bound
themselves band and foot upon the
altar of tho goldocracy, that they ha vo
got to tako a back scat on appropria
tions.
It is especially humiliating to be
thus triumphed ovor by a state
represented by , mealy " fuslonlsts,"
" flllycrltcs," " popocrats," "repudl
ators," If not anarchists. Hut It
seems that Congressmen Jones and
Lewis have brains, wit und Influcnco,
and their polltlcs-ls not only en
dorsed at homo but entitles them to
respect abroad.
The Ladrone Islands, on which the
Charleston planted the American flag
on her way to Manila, conplst of 20
Islands, only live of which are Inhab
ited. Their population Is about 8000.
Tho annexatlou was marked by a
ludicrous Incident. Tho Charleston
entered tho harbor of Guaban and
II red seven guns ut the forts. The
governor, thinking that this was a
salute, sent word that ho regretted
his inability to return It, as ho was
without powder. When Informed ho
was a prisoner of war, he Indignantly
protested, saying that ho had no Idea
that war had broken out.
Tho board of survey has condemned

Merrltt July 7:
We arrived safe and sound and were
stationed In a barn near Camp Mer
rltt. There should be too much to
say and It would take too much. paper
to go Into the details.
Wc are drlllllng twice a day under
Minnesota ofllccrs In tho Coldcn Gate
park. It 1st loycly placo to drill;
one of tho finest parks I ever saw In
my life. You can see more In It
everyday than at the Oregon state
fair. Wo have not yet received our
uniforms and will probably not get
them for a week. Many of tho boys
arc kicking becauso thoy have to sleep
on plank floor and aro
getting only three different kinds ol
things to cat at a meal. Wc have
plenty to cat and kind of good stuff,
too, and are treated ycry well. Hut
some of tho boys Joined tho army to
have a good time, and now they must
cat the soup. The ofllccrs are rather
strict with them, and somo have
been In tho juard houso (but not from
Salem.) Half a block from our camp
Is tho free reading and writing room
and wo aro furnished with paper, en
velopes and Ink. At tbo samo place
there Is a meeting every night by the
Christian Endcavorcrs of this city.

and I can hardly wrlto, but I do the
best I can under tho circumstances.

One William Skeels recently return
ed from Europe to Sacramento, Cal.,
and, being Interviewed by the Record
Union, took cccaslon to make some
comparisons between the workings of
European government and ofourown,
to the great disparagement of the latter.
The Sacramento Bee makes somo
comments on Mr. Skeels which may
profitably bo noticed by those of us
who are sometimes too severely criti
cal of our own country. Says the Bee:
"The first sentence of this remark
able statement by Mr. Skeel Is:
'The cost of armies and royalty In
forolgn countries Is great, but the
money seems to be honestly expended.
"If English means anything, Mr.
Skeels dcslrps the people to under
stand that the money spent on our
army has not been honestly expended.
" At the present time, we need con
trast only two governments although
It were easy to show other Instances
of notorious thievery and Jobbery by
the conductors of other European gov
ernments.
Spain and the United States arc
now at war. The government has not
been on a war footing since the re
bellion. If there bad been stealing
In the war department, it must of
necessity now have been revealed, nas
there been a hint of It? lias there
been a whisper anywhere that a cent
appropriated for arms, for armament,
for clothing, for provision, has not
been spent for the purpose for which
It was appropriated? Has tho gov
ernment found anything missing
which should have been In Its place ?

Turn wo now to Spain: Its appro
priations for Its Army and Navy have
been stolen right and left. The very
sums shipped oyer to'Cuba to pay Its
6oldlers were appropriated .by Its of
ficials. This has not only been as
serted by Consul Fltzhugh Lee, but It
has been admitted by members of the
Spanish cabinet.
Spain's navy appropriations have
been diverted into the pockets of her
politicians; tho army appropriations
have gone Into! tho same channel?;
while monoy shipped abroad to pay
her soldiers has been stolen by her
military governors.
This Is not the first time that war
has revealed such a stato of affairs In
n European nation, When Franco
went ton battle with United Ger
many in 1870, it was dovelopcd that
tho French ofllclals had been system
atlcally stealing tho army appropria
tions for yearn.
No such thing has ccr been charged
against tho ofllclals of this govern
ment. Eycry fact brought to light
since tho declaration of war against
Spain gives it tho lie. Wc have never
known It yet to have been asserted
oven by any foreigner, save a Span-
lard.
Tho most Infamous and scoundredly
piece of wholesale thlevory probably
ever known In tho history of nations
was brought to light during tho re

us as one "where national and munic
ipal affairs arc conducted as honestly

Viewed at in one light, however,
Mr. Skeels may bo taken to be
partially correct. The United States
Government Is being robbed right and
left Just at the present time. The
robbery Is not being done by her
ofllclals, however, but by contractors.
A very strong Instance In polut comes
from San Francisco, where millionaire
merchants haye folstered upon the
soldiers clothing which can be nothing
else but the outcome of a prcmcdlated
swindle. To the credit of the govern

as It can spare Into roads, not trails,
but highways of commerce. Roads
develop trade, Strange as It may ap
pear, roads In many parts of Oregon
aro In such poor condition -that peo
ple use them only tn the summer
months, and thon they lay In supplies
to last tho whole year. And while
thosubjectof roads Is being referred
to, It is worth remembering that the
roads which Portland built In tho
surrounding country In the early
days brought Immense trade to Its
merchants and laid the foundation
