Wlillc the word U at French origin, the Institution known as parllment arjr government l of German origin. When the aborigine of tiorllisrn Ger many overran Europe, they planted everywhere thescedsof representative government They drove out of Eng land the superstitious oracles of the druldsnnd thesuperlorcodeof Roman Jurliprudeice. and established the re presentative principle of government by the people. The Kjml-bnrbarlc Anglo-Saxons met by hundreds In the open air and debated and arrlvca it conclusions, which wore carried out by the reprcsentatlveof the hundred sent to the county council. If he failed to represent Uiomj whiifcrit him they ro ceived him on the points of their g.K-ursand lm ncvur betrayed lilscon stttuents again. Out of the Hundred, or tun, grew the township; out of the county council grew the knight of the shlrc;out(if the open-air mlcliel'inole, the prototype of the clodhopper gran ger leglslat u're, grew the county tnlk shop thatcvolvcd lucal legislation und llnally mode England tho mother of parliaments. A higher forui of devel opment was the wltcnagemote, or meeting of the wiser men. They were tho forerunners of the modern lawyer-legislature and congress-lawyers making laws to forever employ other lawyers In litiga tion as to their meaning. Uutwlsoor foolish, this most remarkable inven tion of tho Anglo-Saxon nice, the gen eral asscrpblyof tho people or their representatives, was so potential and so highly respected that Blackstono Bays: "Without its concurrence no now law could bo made or old one re pealed or altered." It was from these tiny knota of farmers, themselves im migrants from tho black forests of Northern Gormuny, that the race from which we aro sprung learned tho worth of public opinion, of public dis cussion, tho worth of agreement reached through tho expression of tho common-spnso of tho community In public manner, the valuo of general conviction to which discussion among equals leads, and tho deeper fact that laws derive their force alonoasthcy are tho offspring of such concensus of opinions of freemen, springing from them, and accepted by them, was for mulated that noblest of all American revolutionary utterances. There- Is no Just government without tho con sent ot tho governed. No man can read tho early history of tho Anglo-Saxon race without com ing to venerate the treasure handed down to us by our forefathers tho representative principle No mnn can study Into tho political conditions under which wo aro conducting tho American mpubllo without coming to tho conclusion that wo have departed from tho fundamental principles that mado tho Anglo-Saxpns n race of world-conquerors und the dominant force In tho ciytllvitlon of tho last ilvo centuries.- Hhall wo return to tho principles of tho ftitlicri or stagger bllnilly along the road that leads to civic dissolution nnd racial degcuer any ii u i . FROM DIIXEY, Kurrnit Jeuknau: The silver men of this county, tiro well pleased with the position of their representatives ami hope they will select a true silver man from their number nnd volo for him holhll; und steadily to the end. Let the goldbugs skin their own pole clt4 and all other dirty Jobs they wish to put on record. Economlee, voto for no Jobs, and the people will eudorw) your courts In the imxt elec tion providing jou do not have too many lady clerks at W to to per day. Wo want n law to. allow tho people to AMITCHBLL ORGANISATION. ' The Mitchell men organized the1 jsonate and " elected all their striker and parasites to the offices and clerk ships, that aw anting the people WOO a day. The Mitchell men want to organize the house In the same way. They want to pay the per diem and hotel bills of thclrjackeys and grafters out of the public trcaaury as they arc do ing In the "organized" senate. This is not all, t!ic regular push, made up of the antediluvian syco phants of the senator want to fur ther pay Its campaign expenses out of the general appropriation bill. They want to paddle all of Mitchell's ex penses of election on the state of Ore gon. The people want no such organ ization of the legislature. If Mit chell's managers had kept their hands off the organization of the" legislature he would be ncarerSenator today than he Is or ever will be. A Mitchell or ganization of the house, If It Is to be like the Mitchell organization of the senate, will give the people of Oregon only a continuation of extravagance and bad legislation, nnd a continu ation ot all the abuses now contended against. Look, at some of the legislation already Introduced In the senate. Look at the Portland charter bill to make that city government a worse machine than it Is now. Look at the compulsory pilotage act of Mackay. Look at the bill to abolish all equal ization of taxes so that Portland will escape her just share. Look at all the reckless work of the senate so far and then ask yourself do the people want the house organized In the same man ner? NEVER! ARISTOCRATS. Display of in the Forum Feeling Articles. Ed. Jeuhnal: Those who have not read a symposium in the December Forum, about the result of tho presi dential election, might be Instructed by doing so. Itglves.no doubt with considerable fulrncss the feeling and purpofo of the conservative party. Ono Is astonished by the vlolonco of feeling dlsplayed.by tho sense of tenor ana uncertainty In all tho articles, and by tho slgnularly excited style . It Is by eminent mon; the llrst artlclo bolng by Pros. Andrew I). White, tho next by David McGregor Means, und tho lost by Goldwln Smith, ot Ontario; they all agree In their tenor of tho silver movement; In a hardly restrained abuse of Till man, Altgcld and Bryan, no name ot hate or contempt, or rldlculo being too bad to Imply, and In refusal to discuss the merits of the contention. In this last respect they aro remark able. Tho assumption mado at the beginning of the campaign that re monetlzatton of Rllver Is dishonesty, repudiation and national dishonor. They will not ovon allow tho question to bo discussed, but stamp down Inquiry with tho Intolerance of a Spanish lnqulstlon, Ono might sup pose that now, after tho Immediate peril Is over, such mon would consent to show why sliver rcmonotlzatlon Is such an abused policy, and meet with dcllborato argument tho statement of llryan. "Col." G. Fred Williams, Prof. Frank Parsons nnd tho many other nolo and candid silver men who see neither dishonesty or repudi ation In restoring silver, or Indeed In entirely reforming our currency sys tern on a national, not a corporate, basis. Hut no, they will npt degrade themselves to oven rocognlio any silver man however eminent us unequal; or to allow tho assumption that any other man can speak any thing but tiercuiy. This troupe of evidently able and tucugold men Is perhaps the most significant thing of tho time. It re minds ono of the mldloval Catholics, tho Cavaliers of England, the Hour Iwtu ot France, or tho slave-holders of America during tho last days of their power. elect their road supervisors.
