The berlal stories In Scrlbncr'a for 1807, arc by Howell's and Richard ifnr.Knif iinvU. The January nuiii- cr on the niananeinent of a wroat de partment store should be read by every progressive business man. The tfrcat feature of the Ladles' Home Journal for the New Year's number Is the Prince of Wales' visit to the United States .' years nj,'t. It Is u longtime but many who me the least bit tainted with a famines for royalty want to read all about It once more and have rc-eii.icted befote their eyes the t.ccnos that then ex cited the most slald and Democratic of our people. That will be done In t lie copious Illustrations. One cannot realize what It means to be dead yet still to live, speak and charm thousands without reading the Installments of the last story from Mieeuof I)u Muurler In Harper's. The chapters arc fresh and crisp Mill his peculiar stylo and vitality and his Hcnltis walks before one In the Illus trations from hlii own pencil. Another delightful feature, of this number, Is tlio comedy "Indian Giver" by How ells, it most delicious social satire, though Its name will lea mystery to ordinary readers. "A modern fairy tale the wish for political power," Is a most searching sarcasm on Journalism and politics In the January Cosmopolitan, by Tlicrnn 0. Crawford, to be continued In the next. A critical review of Prof. William MIMirau Sloan's new life of Napoleon will appear In tho February Ilookman. Tho author Is n professor In Columbia college and Is now In Europe to ar range for German and French editions of his work. It will bo the most noted biography slnco Abbott's life of Nnpoleon was printed In 1851. Tho Kindergarten Magazine of January Is again a number of great historical Importance and significance, There aro ablo papers on Henry Harnard whose ltb birthday -will bo ObsurvuJ at Hartford and othur educa tional centers on tho 21th of this month. Ho was tho founder of the school syBUjins of Massachusetts, Con necticut and Miotic Island, was the first national commissioner of educa tion. His greatest work Is an SOO-pago volume on "Kindergarten and Child Culture." "KNCILiail 80CJKTY." This Is the tltlu of it beautiful print album of -about a hundred or l)u Muurler's society drawings, Including fioverol of tho most famous -of the Trilby sketches. Tho latest picture of tho nrtlsUuuthor is given ns a frontplcce, and tho plates aro Intro duced by a criticism from the pen of Win. D. Ilowells. Ho defines bis literary attitude as a loveablo cotill deiico from beginning to end. Tills Is tho peculiar trait or Fielding and Thackeruy and Storno, but bo ranks tho author of Trilby as their buporlor. While tho many will read Trilby because tboy hopo-to find In It Immoralities, iho real merit of tho book Is that it trachea 'morality In tho broadest catholic spirit or humanity ami ohrlstnulty tu Christ taught, "It is In his tolerance, his final pity of all life, that Du Muurlor takos bis place with tho great talents; and It Is In his sympathy farwoaknut, for the abated ami outcast, that he classes liluiooU with tho foremost novelists of tho ago, not ouu of whom Is recreant to tho high ofllco t teaching by parti bio that wo may not profitable tlo uplso ouo nuutlivT.'' Hut we wander from tho skotohos before m. Tho Fun and Sutlro Is all keen and yet kindly. Tho Censor of Manners, not Morals, the fotmor being In the language of Lord Chosterlleld, tu his son, tho llower of the latter. This collection will boa delight for many generations and no prettier half hour taut bo spent than for one W turn over tliuso pages with running witty com ment. Harper and Brother, New York. Sold liy all book sellers. Few orltlus know whore or Imw to classify Itttdyard Klppllug. His lat est poems nro lit n volume entitled "Tho Seven Seas." It Is published by Appletott & Co., Now York, and really glvoa many readers tholr first Insight Into the author and his meth ods, Tho verses nro In varied form, treating all manner of subjects, but always from tho standpoint of a man of tho sea. Tho vernacular of the KnitlUliiuttu Is presented with good nng7fiom tTtuuJo to n man-'o- war, from an Infant to a gray-baircd sage. He Is a genius, and sometimes a degree romOved. Hisgreataet poems area blending of Inspiration and lr revence for things orthodox In litera ture and religion. Mis Nora Perry, who It l said, "knows girls as Hughes knows boys, and her books are as wholosomc as bis 'School Days at Rugby."' has written "Three Little Daughters of the Revolution," which contains the storlos of "Dorothy," "Patty" and "Jlctty Boston's Fourth of July." (Houghton, Mlfllln&Co., Boston.) Lovers of that greatest Frenchman or the century arc not easily surprised by any new developments concerning Victor Hugo, but they hardly expect a new book from the dcud phllosphcr. lliiwnvpr. tmch it oaradox has devel oped In the publication by Houghton, Miniln &, Co., Boston, or "Trie tenure of Victor Hugo," edited by Paul Mnnrlw!. The lwok of lattors forms a dellghtfulhupplcmant to the writer's pullshed works. They are written iintlnr vnricd clrcuuistunces, to all kinds of people, from his family circle to the most distant literary acquaint ances, yet they all breathe out that generous spirit always uppermost Jn Hugo. The man or genius ano con viction Is seen between the lines on every page. Ktery letter nas a sug gestion hidden In it, somewhere, that point the reader to better things, such as Victor lingo cannot suppress. Another volume of these letters Is to fallow. Price, S3. HOW BROWNELL WILL VOTE. Senator Brownell.or Clackamas. was In town lout; enough to predict that Senator Mitchell would succeed blm- holr. and said he would vote far Mit chell, first, last and always, etc. It Is not certain who Brownell will vote for until lie has voted. THE TWO OLD MEMBERS. The only two members from Marlon In the last house who were re-elected were Barkeley of Woodburn and Craig or Macleay. They wore heavily scratched by the extreme gold stand ard crowds. The various goldbug chairmen about the county slurred Barkley and Craig, by providing wrig against tho"Thlrty"and Intentionally leaving them out; In presenting bou. (plots, as was done at Hubbard. They will liud that thoso two gentlemen will be as Influential In the next legis lature as though they had not been singled out far such attentions. Eastern Oregon Normal. Tho Weston normal school has made Us llnnncal report far the last two years to tho governor. The appropri ation far this school was 12,000 main tenanco and $1000 far Improvements. Secretary Worthlngton reports that the appropriation was oxponded and a deficiency of 81U7. credited. There Is, however, cash on hand to tho nmoiiut of 92JU.15, leaving a deficiency or $l7f)4,8.r) to bo reported to tho leg islature. Governor Lord has repeat edly oxpressed blmsoir as opposed to deficiencies, and this will probably go to the legislature with tho recom mendation that It be not paid. A Beer duzzler. Douglas Glenn, or Pendleton, was Friday morning presented with a dia mond scarrpln, valued at $150, by tho inanagment or tho Golden Rule "beer hall, of that place, far having drank 27S5 glasses or beer there during tho year, 1(1 more than any of his compet itors, By the witnesses to the pre sentation, resolutions of apmlratlon wore passed rogardlug Heathman, fa millarly known as "Missouri John." in recognition of his having eaten 1107 sandwiches and drunk 2130 glasses of beer during the year. Under our charter no street Im provement can be made at the oxiiense ot tho adjacent property, unless a ma jority or said property holders con sent thereto. Whllo this law protects property holders from Jobs, it fre quently prevents the city from mak ing much needed Iniprovnients and, In my oplnlon.tho law should be reiwaled or amended and something like the following enacted: Whou the city deems it necessary to mako any street Improvement she shall prepare plans and spcclllcatlons.of tho Improvement to lie made, and allow the property holdore, who aro required to make tho Improvement, a reasonable time in which to do it, under tho supervision or the street commissioner. Should they rail to make tho required im provement, then the city should ad vertise and let the work to the lowest bidder. Thus tho public would be protected and allow the city to com pel needed Improvements. In this connection 1 desire to call your attention to the Tict that farmer councils Pave compelled expensive im provomotits or some or the blreets at the expense or the adjacent properly holders, and that the-so holders are still being taxed far street purposes, the Mime as other people, and their taxeN ur being expended In other and remote purLs of thoelty.
