islature. Governor Lord has repeat

deficiencies, and this will probably go

sent thereto. Whllo this law protects
property holders from Jobs, it fre
quently prevents the city from mak
ing much needed Iniprovnients and, In

or amended and something like the
following enacted: Whou the city
deems it necessary to mako any street
Improvement she shall prepare plans
and spcclllcatlons.of tho Improvement
to lie made, and allow the property
holdore, who aro required to make tho
Improvement, a reasonable time in
which to do it, under tho supervision
or the street commissioner. Should
they rail to make tho required im
provement, then the city should ad
vertise and let the work to the lowest
bidder. Thus tho public would be
protected and allow the city to com
pel needed Improvements.
In this connection 1 desire to call
your attention to the Tict that farmer

provomotits or some or the blreets at
the expense or the adjacent properly
holders, and that the-so holders are
still being taxed far street purposes,
the Mime as other people, and their
taxeN ur being expended In other and
remote purLs of thoelty. In my Judg
ment their tuxes should bo expended
In keeping up tho good Improvements
already made. For want of this at
tention thiK) streets, which have cot
the adjacent property holders so
much, are now but little better than
other streets.
1 think It should bo the genral rule
to expend all atroot tax upon the
streets adjacent to the prowrty taxed.

news -of a- terrible disaster at Silver
Lake. Oregon, in which forty-five
pie lost their lives In a tire-trap called

see that such improvements are made
