One day, while walking down Commercial street, I met my friend, the convict, and, on hulling him, learned that he had been out of 'he penitentiary for more than a week. I mentioned thlsfuct to several cltizetiH f Halem, nd one of them recollected that he had teen oallie Ht reels two or three convicts w hose tenter ces had not expired. They hud probably been par doned, but no! Ices of that fuct hud not appeared in print. It is understood in daleu that the governor is a littlt 'touchy' on the pardoning question since the uewspupers scored him for Hxercislng his prerogative so, us the public thought, indkcrltusuately some time ao. Probably he wants to escapt a repetition of it by keeping his pardons, to himself." Justice Brewer of tbe Uni'ed State supreme court has decided that tut maximum freight rate law of Nebraska Is constitutional, but declares that the rates named Id the law are too low, Ho therefore orders that the rates re main Inoperative until such time as the! earnings of the railroads will justify the proposed cut in rates. The Nebraska law has been sus pended In the courts a year and a-half, the reduced rates having never been put In force. Judge Brewer decides that the proposed cut in rates would have been unjust and unreasonable be cause railroad tratlic has declined enormously the past two years. But all other business has declined pro portionately and tho farmers and laborers especially have been obliged to sutler enormous reduction in their Incomes from wages and prices of pro ducts. In Iowa reduced rates resulted In Increased tratlic und increased net earnings, Juetlco Brewer tried by till means in his power to defeat the Iowa law hut failed, Railroad managers have great reason to bo elated ovor Browor's duolslon. As they huvo tho disposition of t rallies cur ii lugs they liuvo only to see to it thut those earnings are consumed up to u given point and freight rates need novor be lowered oxcttpt by such com petition as cannot he forestalled by tho railroad pool. About two wppks ago Mis. Filklnp, tbe wife of a rancher living i ear North Powder, wandered away from her nome In the night time, while proba bly temporarily Insane, and yesterday a party of seurchers found her dead b iiy clothed In her night-dress. Her body was found about one mile from tbe house, shockingly married and partially devoured by coyotes. Full particulars have not yet been received, but it appears that on the evening be fore her mysterious disappeurunce.Mrs. Filklns quarreled uith her husband, and sometime iu the nlht, while par tially deranged wandered away into the hills and subsequently died from bun ger and cold. It Is likely that the woman was finally too weak to reach aid, even If she became rational. Af ter her dlsippearauce h'r husband was under a cloud of suspicion, which, it now seems, wus a great Injustice to him. La Grande Chronicle.
