Chinese and Japanese ooolles offlpow the neclion and grading erawd on tbe Paclflo railroads. On the railroad of Oregon they build and re pair tbe tracks, aud culyerts uud treotlt worst almost excltwlvoly. Only laai month Urn Southern Pacific bad trouble la southern Oregon over discharging aa old section gang uud putting ou Japanese In their plaoe.y Fderal urnr bals were sent for to preserve corjwru (too property and keep the peace, owing to the, bad blood stirred up among tbt -Whjt American laborers who saw themselves thrown out of employ mem by the alien coolie laoor of AbIu. T bej went to JLhelr cabius fully couvIuuiU that an outrage had been committed upon ibem aud their families. The Paclfle, coast is rapidly settlluK ' up with free white citizens who art voters, and it is a growing Issue wheth er this labor can much louger be dis placed on public corporations by tin alien coolie class. It was stated lu u recent public address that ono of the millionaires who owns tbe (Southern Pacifle made over f 400 an hour or $10, 000 a day out of the profits or this coolie labor. No wonder Stanford and Hunt ington are multi-millionaires, wlieu tkey are reaping tho profits of this de graded Asiatic labor. The coolie maintains no houses, schools, oburches or government. He pays uo taxes, buys lltllo or no Amer ican products, and possesses no virtues tbat constitute American citizenship. Hi civilisation is contained lu an equipment consisting of a piece of Quit ting aud a tin kettle to make tea. He gets 00 cent a day and n largo part of this goes to maintain the six compan ies In exercising a kind of slavery over him and Import mora coolies by way of tbe firiiiili possessions. Why shall these public corporations be allowed to continue to ennuh tliu millionaires at thecxpeuso of American labor? There Is uo Justice lu it. They owe their existence to cuurters granted toy uuugiwu auu uo business imilitr state lawa enacted by representatives of American voters. They wero given grants of public lauds uud are given government ooutractH to curry the mall aud troops of our country, and are supported by tho trulllo of our com merce and protected by our laws ami courts. Why shall their pay rolls be defiled with tbe names of an alien and degraded race who never cun become American olllcetis? A law should be passed at once by state legislature and by coigreM forbidding tiny publlo cor poration rendering u publlo service from employing any other thau free bom or naturalised American citizens. It is bad enough to allow the ooollo la bor to displace free latmr lu private em ployment lu farming operations and workshops. To fill the payrolls of put lla corporations with Asiatics who never Intend to assume tho obligations of cit izenship la au affront to putrlotiu Amer leans, and an Insult to our protection policy. We shut out tho pnwpects of pauper labor but pauperize American families by shutting thousands of them out of employment right hero lu Ore gon. Let publlo corporations employ In their services only American ell I tun or such as can become cltUftis. TURKATKMNO HAL KM. It would be well forourBaletu friends to seriously consider before they resort to injunction proceedings towards the location of (he branch asylum, if such a move Is cointeiuplated, it may result in tbe atneudmeut of tho stato constl. tutlon, aud In that event our capital eity way sutler to a greater extent thau by allowlug these needed branches to be located. If liter is ajy( eauee for tlUsatlslaetioii witaTwbat was doue at Balem by the late legWature tbe blame should be Mi laid at the door of Portland. The Portland politicians Keady and Qulllxon corrupted the whole legisla ture by tbelr deals with other sections of tho stato to get the speakership, by giving one section an asylum, another ajuto mill, etc. It Is against this very evil of planting the state Institutions in diflerent sections of the stato where they become a corrupting influence by combining the selfish Interests of those. sections for raids upon the treasury. It Is not Balem that protests against locating tbe soldiers home elsewhere. It is tbo taxpayers of tho entire state. LUllKSOf JUIiiW'tYit. Judge Deomcr, of the Iowa, dlstrlct court, decided two Important raijroad cases that are of interest to tbe state generally, as bearing onlbe powers ol the railroad commissioners to enforce their orders. Doth cases were brought by Attorney General Stone4l7he pame of the state against tuoCM.&StP. railroad. Bomo time ago the Iowa commissioners acted favorably on tbe petition of the people living in the vll itto aud lu the vicinity of Douton, Dal las county, and Issued aa order requir ing tho railway company to erect a suit tblu depot for the accommodation ol the public. There Is a station there, out no depot, aud people waiting foM ruins wero obliged to shelter (hem wives as best they could Tbe railroad company refused to obey the order, ulalmlug tbat the depot was unneces sary and tbat the order was indefinite and unreasonable, and denying tbe constitutional autuority-of the commis- liouers to compel it to build It. Judc Deemer In a lengthy and strongly ex pressed opinion sustained the oommls nlouers. Tho opinion is very Important, .is it is the first time an Iowa court line made such un order passing upou the question of the necessity of depot ac commodations. As tho tho Oregon railway commls slou law Is vlrtuully tho' same as tbat of Iowu, tho decision has some applica tion hero. IUukib Was WiLMNa.
