He has been progressive, he has been attentive, nnd has served the people better than bis predecessors. He has conducted the ofllce on busi ness principles and made few mis takes. In his annual report, just published, he furnishes the following fuels, llgures aud suggestiens: Five million dollars was added to the gross revenue; the deficit was reduced nearly $1,000,000; the money order olllces were Increased from 10, 070 to 10,089; eighty-two cities wen supplied with free delivery; twenty seven hundred and ninety new of fices were established; two hundred aud sixty-three were advanced to the presidential grades; fifteen bun dred and ninety new mall route were established, embraclug 8500 miles of new service; the ocean mail service is extended; the pneumatic tube service was Introduced; savlug $1,000,000, on mull contracts und 150,000 on stamped paper. On the fret-delivery bysteru t postmaster-general says the ex periment related to vtllages, but II had been a dally service, and cleared a profit. It was easy enough, there fore, to say that free delivery cuu bi extended further and further, aud ii ought to bo done, whether It payt it profit to the department or not. He believes fully that great ad v.iuce could be made in the di rection of a country free delivery bj an evolution of the star route ser vice, and that there would bo a free delivery to persous living aloug the highways traversed by the star route contractors, with little, If any, increased cost to the department lu u very few years. Postal telegraphs and telephones are strenuously advocated, as iu former yeurs. Of tbol-cent postage, Mr. Wuuamaker says It is a near pos sibility. He urges a reduction of the money- order fees, and a sim plification of the postal-note, so ll will better answer the need of frac tional currency. Ho also advocates the abolition of box rents, etc., and, lu closing, says his ideal for the American postal service Is a system modeled upon tho district plan, with fewer olllces, nnd those grouped around central olllces' and under thorough supervision. By this means at least 20,000 olUces could be abandoned that produce nothing to tbo department. In tho place nf every one abolished might be put an automatic Btamp-solllng machine und a letter-box to receive tho mall. With tbo money saved there could bo Instituted a system of collection und'dellvery by mounted curriers, bicyclists und star route messengers, and contractors, aud generally spread free delivery all over the country. Tho classes of postage should be reduced to three, and the rate of postage, tho world over to 1 cent for each half ounce.
