GOODHOE & CAIIILL. Bantiam Bridges. The Albany Herald has the follewing: compli mentary werds: "Judge "W.'C.JHub bard and Commissioners J. W. Watson and J. S. Anderson, the Marlon county court, and the Linn county court returned from Mill City yes rday, where they hud been to examine the site for abridge across the river. They selected two prospective sites, one above and one below the railroad bridge, and will advertise for bids at both places, to be opened at Salem on September 9th, in the prpseuce of the county courts of both counties, and will then decide whether to build and the location and let the contract if they decide to build, which they will undoubtedly do. They also de cided to put in riprap and other wise strengthen the Jefferson bridge The welfuro of the two counties will be carefully considered in all ques tions that arise, by the present efficient boards." The Streets'. Considerable feel ings stirred up among the business men over the letting of the contract for 12 inches of crushed rock on our streets. Many who sinned a peti tion for two inches of gravel with drainage, want to know why their petition did not receive more favor able consideration. They claim that an ordinance for the proposed im provement cannot be jiassed, so they rest easy, but the people who probably have the most reason to complain are those who would be satisfied with almost any kind of an improvement, yet have no hopes of getting any. It dnps seem as though a council elected on the I in provement issue ought to "get to gether" and give the people some thing permanent, and that soon. New Firm in Salem. Hawks & Levar is the title of the now firm that has opened business at 97 State Btreot. Their business Is furnishing wall paper, paints.oils and varnishes decorating, frescoing, calsomlnlng and painting of all kinds. Mr.Hawks has had twenty years' experience, and in the past six years has done some of the finest work in Portland. He understands every branch of the business thoroughly and proposes to give Salem not only a high grade stock of papers, but tho beat work known to the decorator's art. Grades to suit the most fastidious at ('lark & Eppley'a. Honest bargains at Jackson's. WEBSTER IS CAPTURED. Joseph Smith Brought in the Miss ing Trusty This Morning. On the local train this morning came in Joseph Smith from mar Lebanon with Webster, the "trusty" who escaped from tho Oregon peni tentiary last week. It was consid erable of a surprise to everybody, as no word of his capture had been re ceived.. smith's story. Joseph Smith is a sou of the late William Lester Smith, and lias spent all hid life in Linn county, living at the forks of the Sautiam, 1 J miles east of Lebanon. Ho is a farmer and miner, and has not tak en much iuteiest in the search for Webster until yesterday evening, when the presentiment came to him that he could find him. Another young man started out with him but .soon urea anu went duck. nmn went on to theSauudersou bridge,7j miles north of Lebanon, and there waited for his man. Just at mid night, after waiting half an hour, Webster camo along the road. Smith pointed his shotgun at him and made him throw up his hands and surrender. He denied that he was the man, claimed his name was Morris, and said that he had. just come from over the mountains. Webster was bareheaded, and when questioned said he had lost his hat getting a drink out of the river. Bmlth wanted to take him to Lebanon, but ho said he could identify himself at Albany, so Smith agreed to take hlui there and they started out afoot. They had only gone a few miles, howover, when the old man confessed that he was Webster. Smith had discovered the India ink marks on his arm, and was sure of his man. Webster told a pitiful tale and beaged to be let go. He otl'ered to give Smith a note for $200 which his wife would pay, but Smith would not accept it. Tljey got to Albany at daylight and it was a surprise to Sherilt' Jackson to be called up. Smith had asked him to go out with him last night to make the search, but he could not go,and little expected the "hayfaeed" to bring him in. At Albany, Webster met a numbei of old friends, and the identification was only too perfect, but ho bore up bravely until the train neared Salem this morning, when he trembled and broke down badly. Webster's story'. Tt was published in the San Fran cisco papers this spring that Web ster had died in the prison, and as this news reached him the old man Wanie very uneasy; not having heard much from home, he feared it wns a Pchemo to secure his property aud was very restless. As he was trusted outside the prison, he fre quently asked permission to go to the brush for sticks to fix up his flower beds. On the day of his leav ing Webster says ho had gone out further than usual and knowing he could not get back in time for roll call, was tempted to make his es cape. Thin was near the Davidson farm, and from thence he took to the woods. He says he lias not had a good meal since leaving, and that his only sustenance had been tur nips, berries and some raw potatoes. His plan had been to strike the Willamette, steal a boat, and make his way to tho Columbia, thence to salt water, where he would have made his way to France, the lan guage of which country he can speak. He says tho oillcere were within twenty feet of' him at the Lebanon hop yard, and that ho had seen them many times, but was al ways lucky enough to evade them. THE CAPTURE. was well conceived and carried out. Fifty officers and men were out on the search, but the honor fell to au unpretentious youug man with a cool head and steady nerve. Mr. Smith Is a brother-in-law of our townsman, H. A. Thomas. He was paid the ?100 reward offered by Supt. Downing, and started for home this morniugon the ll:17traln, a happy man. The Testimonials. FOOD AND DAIRY COMMISSION Two Essentials for a Baking Powder That Will Make Perfect Bread. The Into report of the Minnesota tstuto Food aud Dairy Couimlssloii coutalus the result of a series of ex periments made by Prof. C. W. Drew, State Chemist, to determine the strength and keeping qualities of the various baking powders. The reuort attaches great impor tance to these experiments. Baking powders that vary in strength, or that readily lose strength befoio use, are unreliable aud will not give even results; besides, it is au indication of the use of improper ingredients in their compounding. The tests showed the strength or leavening power of the Royal very much greater than that of the others. The uniformity of strength of all the samples of Royal tested, no matter what their age, was remarkable. Its leavening power was practically unimpaired even in the oldest speci mens. The dllterence in the amount of leaveuing gas in diilerent samples of the other brands was so Kreat as to seriously impair their usefulness in baking. As much as 24 per cent, loss wan found iu sam ples a few mouths old. All the samples of Royal examined by State Chemist Drew were reported of sat isfactory strength aud quality. Dr. Drew states that the "Royal" being of greater strength than any other, aud possessing better keeping qualities, it is the natural conclusion that it is the best baking powder made. COUNTY COURT. Narrow Escape of a Witness From Being Lynched. Cmsfield, Mil., Aug. 0. There was a determined attempt at lynch ing on Smith's island yesterday that was prevented iu a novel manner, A resident of Tangier, ouo of tho neighboring Virginia islands, was on Smith's island attending a camp meeting. Ho was recoguized by one of the Smith Islanders as having been instrumental in seudlug three of their number to the Virginia state prison, and having their boat con fiscated, for dredglug lu Virginia waters. At the lime of their arrest last winter most of the Trangler men were for letting the prisoners off, but this man pushed tho prose cution. Immediately after ho waB recognized on tho camp grounds he sprang for his boat, and, llouilshing a revolver, kept his pursuers at bay for a Bhort time. They closed in oh him aud, tying his limbs, were about to put a rope around his neck, when three preachers, Mho were ou the camp grounds at the time, made their way to tho boat They were just in time to prevent the lynching, and succeeding in effecting his es cape, Finding that their cries and entreaties were of no avail, owing to the fact that tho mob in their fury would stop at nothing, ouo of tho ministers, knowing tho great rever ence in which the Deity is held by the Islanders, called out "Let us pray." He immedintely began praying in au earnest manner "that the blood of this man bo not laid on our souls," whllo the other two ministers forced their way to the side of the prisoner, cut his bonds aud shoved off the boat, telling him to go. Gold for Washington. Ban Fuanoisco, Aug. C A local paper is authority for the statement that $00,000,000 in gold coin left this city for Washington Thursday night, guarded by 80 picked men of the railway mull service. Tho paper goes on to state that the accumulat ed store of gold coin at San Fran cisco has been steadily increasing during tho past 20 years. When J. P. Jackson assumed tho ofilce of sub-treasurer, ho found more than $70,000,000 lu coin in the vaults of that institution. Siuco then the amount has increased to $70,000, 000, and the accumulation was seri ously crowding tho vaults. In tho mint, too, there had been a steady accumulation. At tho tirao of the Chdlan trouble, the government had stored hero more than $100,000, 000. It waB then that attention was directed to tho danger of carry lug such an accumulation of treas ure, not only in San Francisco, but in any seaport city. Tho propoal tion to remove the bulk of the coin In tho sub-treasury vaults to Wash ington was mooted thou, and it has corao up regularly from time to time since, finally resulting in Its shipment to Washington, under a strong guard, last night.
