SALEM'S WICKED STREETS. They Are Dangerous and Should be Improved Forthwith. Tuo nesesslty of street improve ments in Salem is becoming greater every day, and the city cannot ailord to loose any more time on the matter. Unless the business streets of the city are brought to grado and improved soon, much annoyance and expense will bo Incurred both to the city and to individuals. lor instance the Capital City railway company's track on State street, be tween Commercial aud Liberty, has already been rebuilt twice, un der the direction of the city, and It is now found to bo about fourteen Inches Delow grade near Liberty street, Tho extension beyond has been ordered on grade, thus leaving a jog of fourteen inches, and the result Is that track will have to be rebuilt a third time to make it con form with the new State street line, aud with tho Liberty street line. This brings great expense to tho company, which should be prevent ed in tho future by making the street as it should be. It is not only a buideu to tho company but poor economy to the city. On Commer cial street near the postofllce a simi lar state of affairs exists. Tho elec- . trio company's track has been built three times, and while the horse-car line Is built as the city ordered It, it now stands a foot above grade. In front of the Turner block aud the new Bush building both tracks are from six to twelve inches higher than the street. In tho places re ferred to, aud in many other in stances that could be cited, the streets are actually dangerous to travel. Now, whether these various tracks are on grade or not, the city Is re- hpouslble for tho discrepancy be tween them and the streets, and im mediate action should bo taken to have the" whole matter adjusted. Without a doubt the best way to ac complish this is to order the streets brought to a permanent grade. Let permanent drainage be made by putting iu substantial curbs, gutters and sower connections to carry ofT the water and the streets will be in good shape until some permanent pavement is determined upon. The work thus done will bo for all time, and additional work can bo done when the city sees fit But this should be done forthwith, for our streets are now not only iu a dangerous condition, but an unsightly disgrace to our city. Constable Carter all Right. Sheriff Kelly lias rewarded John T. Carter, of "West Chehalem, Yamhill county, for having cap tured the child murderer, Wilson. Tiie reward consisted of $300, in ad dition to whicli Constable Carter was glyen a handsome revolver and a pair of handcuffs by Multnomah's sheriff. Mr. Carter came to this city yesterday in an apparently healthy condition, despite reports that ho Is dying from blood-poisoning, caused by a finger being bitten by Wilson. The member was badly chowedupbut will uot cause Mr. Carter further annoyance. Lawn Bartv. On Friday even ing of this week, the 22d, the ladies of the M.
