A recently imported and newly established publication in tho Inter est of a few Democratic politicians at Salem says: The Democrat has proved boyond a doubt that Mr. Sherman isanin Krate and an Immoral and dishonest man. Gratitude in a public ofllco implies tho use of public office to bestow favors upon deserving dependents. Just how far a public official can carry this depends upon circumstan ces. The charge that Mr. Bhermau is immoral will be repudiated by his friends in a vigorous manner. Mr. Sherman is tho head of a fine family and an assault of this kind, based as it is upon an insinuation of a man whom Mr. Sherman as clerk refused to appoint as his deputy, is to say the least very thin. Its uso should not be countenanced by respectable Democrats. It is clearly a libel and is hardly fair journalism, to say tho least. The Journal hopes Grand Army men and all friends of fair politics will wipe out this insult. It is a method of warfare that is un manly and comus very near being cowardly. It is safe to say that had tho au thor of these attacks been retained in office Mr. Sherraan would bo n very moral person indeed. This shows tho hypocrlcy of tho supe rior morality attack. As clerk of the courts, even his critics must con cede Mr. Bhermau'a ability to 1111 the ofilce. Ills appointment was endorsed iu these columns on tho grounds of his superior qualifications. Ho has em ployed as deputies two of tho clean est and most competent young men in this city Frank Waters and Geo. Brown. Besides he employs his daughtor as typo writer, an ac complished hard working girl. Tho force in tho clerk'n ofllco was novor so well organized for dispatch of busluess as under Mr. Sherman, and it behooves fair minded men and people who want that ofllco con ducted with ability and intelligence to trample upon the unfair attacks that emanate from a few Democratic office-seekers. General Moflatt, of tho United States consu late here, is putting Scotland Yard in action, with a view to the arrest of adventurers thriving upon llio innocenco of American citizens who regard themsolves as heirs to un claimed estates in England. Wil liam .Lord Moore, who gives an address in Ingersoll road, has been advertising extensively in American papers that $1,600,000,000 only awaits tho claimants to bo paid over to them, and that if 25 cents Is Bent to him bo will begin preliminary in vestigations, He has obtained a number of clients, somo of whom havo becomo suspicious. Tbo legal represeutatlvesof ouo iu Now Bruns wick writes: "A client of ours, who believes herself entitled to a largo amount of real estato and personal property loft her by hor uncle in County Cavan, was attracted by this ad vertisement and entered Into corres pondence with William Lord Moore. Ho has Instituted proceedings, which, he says, aro suro to be suc cessful In gaining property for her, provided ?2!) is at once sent on to pay for a private bond and costs." The firm asks for Information re garding the standing of Moore. Another letter of inquiry comes from Bay ville, Del. Tho correspon dent encloses a lotter from tho Brit ish consul in New York, denying any knowledge of Moore, nnd men tioning that a good deal of fraud ia is practiced in connection with theso alleged unclaimed estates. Mooro Bends printed agreements to his clients to sign, ono of which runs: "It Is hereby stipulated that 'Wil liam Lord Moore shall tako no in structions from any person but the undersigned, nor heed any state ments or representations made by others, tho said William Lord Mooro being tho agent, and proceedings aro solely under tho instructions and representations of tho undersigned, who will employ no other person , but tho said William Lord Mooro in connection with tho claim to the Illohard Pendloburg Inheritance, or consult any other for ono year from January 1, 1802," Anotbor of Mooro's printed papora Informs his clionta that whoever gains estates for them must look to thorn, alouo for payment, when their olulniB nro galuod they will bo invited by the government or its agents in Canada or tho United States, who will seo that their prop erty Is placed only in their bands. Writing to a Delaware client, Mooro Bays: "In vlow of your statement and Investigations made as to this estate (worth a vast amount) I will tako your claim for 00 on overy flOOO gained, at a fair valuation. Tn overy caso tho law demands that & bond be provided to secure costs by porsons owning property where tbo suit is brought. You need not, bow ever, secure this bond. I can get a bondsman to serve you and tako all risks for $40. You will bo obliged by law to benln nt once, as you have had notice of your rights. Send $40 to mo by registered lotter while I got everything ready to proceed at onco. Let no ono know of your good fortune or bogus claimants will suroly appear aud your rights will bo delayed until their claims bav been heard.
