Below will be found thnt part of tho new election law relating to electors and methods of voting, to gether with tho penalties for violat ing the finine: Sec. 58. Any person desiring to voto shall glvo his name nnd his realdouce to tho first of tho election clerks, which clerk shall not be of the same political party as the chair man, who shall thereupon anuounco the name and residence distinctly, and wrlto in tho poll-book kept by him the name and residonce of the elector and the word "State," or "Stat and district," if he is quali fied to vote for such officers only, and also wrlto the name nud resi dence of tho elector, and, if proper, tho word "State," or "State and dis trict," with pen nnd Ink upon the back of one of the stubs upon one of tbo white ballots provided under this act; the clerk shall then with pou and Ink write tho number of the elector upon tho bacK of each of the two stubs upon said ballot; he shall so number the stubs upon each bal lot to correspond with tho number of the elector In tho poll-book, bo glunlng with No. 1, for tho first elector applying to voto, No. 2 for tho second electf nud so on, and he shall then tear oil' the stub upon which he wrote tho elector's name. The clerk shall then deliver tho bal lot, with tho roranlnlng stub still nt laohed thereto, to tho elector. The said clerk shall give tho elector one of said white ballots, nud ouo only. The clerk shall then, at onco, and before issuing another ballot, deliver the stub containing the name and number of tho elector to tho judges, who Bhall pass it to the second clerk, who shall immediately enter tho number in tho poll-book, and tho name and residenro of the elector opposite thereto, nnd shall retain tho stub In his possession. Sec. 69. On receipt of his whito ballot, us aforesaid, tho elector shall forthwith, and without leaving the enclosed space, retire alone to one of tho compartmonts or places pro vided, and shall there preparo his ballot by cancelling, crossing or marking out tho names of tho can didates he docs not wish to voto for, which Bhall bo done with an indelll blo"copyIug" pencil, to befurnishod for the purpose, or by scratching with pen nnd Ink for each ofilco to be filled for which ho is qualified to voto, nnd if uecessary ho mny wrlto Into the blank space provided thero for the uamo of tho person of his ohoico for each or any such office; and, iu case of u question submitted to the vote of the people by cancel Hag, crossing, or scratching out the answer ho does not wish to mako or give. Before lenvlng tho compart ment or placo provided, tho elector ahull fold his ballot bo that tho face thereof will bo concealed, without displaying tho ballot or informing any person how ho has prepared It; nnd ho Bhall fold tho ballot so that the Initials of tho first clerk may bo seen on tho back of tho ballot (stub,) and so that tho remaining stub muy bo readily torn oil, withoutoxposlng the contents of tho ballot or the murks or crosses thereon. Ho shall then deliver tho ballot to tho chair man and stato his numo and resi dence. Sec, CO. Immediately upon re ceiving the ballot from tho elector, the qhulrmau shall repeat tho name and rcsldenco distinctly, and shall luiiiovo the remaining lmlr of tho stub from tho dullot without expos ing tho coutents of tho ballot or the murks or croHfsesthercon,and pass tho stub to the second clerk, who shull compare it with Its counterpart uud observe that the name written on tho counterpart corresponds with the uamo given by tho person voting. If no objection Is mude by tho elector, nud tho Judges nro satisfied that tho elector Is legally qualified, according to the constitution and laws of tho state, to vote for all offices to bo filled at that election, and that the ballot presented Is tho identical whito ballot received by tho elector us aforesaid from tho first cleric, tho oliulrmuu shull immediately put tho ballot In tho box marked "geuoral," without anyone Inspecting or see ing the names written or printed or tho croHH-s or murks upon the bal lot, uud without unfolding the same, and the second clerk shall enter opposite tho name antl number of the elector In the poll-box tho word "voted" or letter "V to Indi cate tho same. If a majority of the Judges ure natlsfied the elector Is legally qualified to vote Iu that pre ciuot oulv for "State" officers, the chairman shall immediately wrlto with pen and luk upou the back of the ballot tho word "State," and sign his (tho chairman') initials thereto; if the elector is qualified to vote for district elllcerB also, tho chairman shall write as aforesaid tbo worda ,'8taU," or "Btato and Highest of all in Leavening Power. b& rv JS2& ABSOLUTELY PURE District," na the caso may be. Tho elector shall then immediately pass out by tho way Indicated by tbo Judges. Seo. 02. If any elector by acci dent or mistake spoils his ballot bo that bo cannot conveniently vote tho name, ho mny, on returning said spoiled ballot, receive another In placo thereof. If the cleotor apolls threo such ballots, it Bhall be con clusive evidence that the elector Is unable to prepare his ballot without assistance, and ho shall request, tho assistance of two of tho Judges to preparo one for him. When an elector spoils n ballot and returns tho same to tho first clork, tho clerk shall wrlto upon tho stub tho word "Spoiled," and sign hla Inltlols. nnd remove tho stub from tho ballot, nnd immediately pass the stub to tho Judges, and he -shall tbon Im mediately destroy tbo spoiled ballot, without any ono Inspecting Its contents, nud issue another to tho elector ns in tho first instance, nffix lug tho same name and number to tho stubs as the orlglunl ballot. Bko. 03. No person shall take or remove any white ballot from tho polling place, and Immediately upon tho closing of tho polls tho Judges shall causo all the white ballots re maining unused to bo immediately destroyed by tearing them, In pieces or by burning them. Seo. 04. As last ns electors vote, ns nforesuld, the second clerk shall string tho mnted stubs. Upon tho closing of the polls he shall securely knot togothor the ends of tho thread and carefully presorye tho same. Sec. 05. Not more than ono per son at ono tlmo shall bo permitted to occupy anyone compnrtmotit or placo provided for electors to pre pare their ballots, nnd no person shall remain In or occupy such com partmoue longer than may bo reas onably necessary to prepare his ballot. Every elector who does not voto any ballot delivered to him, shall before leaving tho polling placo, return such ballot to tho first clerk, who shall write upon tho stub thereon "Not Voted,' and sign his Inltals, nnd treat the stub and ballot In tho sumo manner as In tho caso of a spoiled ballot, nud both clerks shall uoto tho fact upon the poll books by drawing a lino with pen and Ink across the name of tho per son, and writing tho words "Not Voted." Sice. 00. Any elector who declnro to tho chairman that ho cannot read or wrlto, or that by blindness, or other physical disability, bo Is unable to prepare his ballot, shall, upon request, receive tho nsslstnnco of two of the Judges In tho prepara tion thereof, nud such officers Bhall ascertain his wishes nnd preparo his ballot in accordance therewith, such officers Bhall thereafter glvo no In formation regarding tho same. Any elector who shull uso or bring Into the polling place, or curry away thorefrora, any unoffi cial ballot or any paper or thing bearing any resemblance to tho offi cial will to ballot, othor than said colored or sample ballot, or anything which will show bow ho has pre pared tho white ballot, or any elector who Bhall, except as herein other wise provided, allow bis white bal lot to bo seen by nny person with au apparent Intention of letting it bo known how ho is about to vote, or mutilate hla ballot, or place any dis tinguishing mark upon his ballot wheroby the sumo may bo Identified or who shall make a false stutemeiit as to his Inability to murk hi ballot, gr any person who shall lnterfero, or attempt to interfere, with any voter when Inside said enclosed space, or when mnrKlug his ballot, or who hall endeayor to Induce any voter to mark his ballot in a particular way, or before or after voting to show or explain how ho marks or has marked bis ballot, upon convic tion shall be pnnlshed by a flue of pot less than $30 nor more than $200. Sonator niscock yesterday presented n me morial slgnod by Elihu Bool, Horace Porter, Jos. M. Droxel, Cornelius Bliss nnd others, without regard to political affiliations, nsklng that a committee bo appointed to inquire into tbo system of naturalization in New York City, lo the end that remedial legislation be advised and enacted with reference thereto. They set forth the immigration rec ords, showing that during 0I. over 200,000 foreigners came Into this country from Europe, but a small portion of whom can either read, write, or speuk tho English lan guage, and aro wholly ignorant of our laws and tho principles of our government. That there seems to be reason to believe that immediate ly prior to the last election Now York state nnturllzatton was accom panied by great Irregularities and extensive frauds. In a single court of Now York, during the first twen ty days of October, there were near ly 7000 naturalizations, of which about 0000 woro by one judge. It la obvious thot tho system of natural ization which can produce results with such startling rapidity must bo defective, and there is reason to be Hove that tho results aro mude possi ble by wholesale perjury; that these evil practices aro constantly adding tho most undesirable element to our community by tho surrender of a material part of our power of self government to men who aro really aliens, Ignorant, venal and wholly unfit to govern themselves or us. THE SILVER BILL. Shornian Makes a Speech on the Measure. Washington, Juno 1, In the seuato yesterday Sherman Bpoke on tho silver bill. He said be did not not regard tho silver bill as a parti san or political measure, but largely a local measure, and that thero Is no question compared with it in Im portance aa to effects on the busi ness interests of tbo country. Ho went on to defend tho financial action of tbo Republican party and his own part in it. In a passing allusion to tho national banking system, Sherman said tbeso banks would soon pass away, not because they wore not tho best banks in tbo world, but because United States bonda upon which they rested would bo paid oft. Ho insisted that tbo system fully Justified itself. He sold tho discontinuation of the coinage of silver dollars in 1873 and tho substitution of the trado dollar, was mudo upon, tho representations of California and other silver states, who wanted to transport silver to China, Tho only trouble about the law was that senators could not see ahead. If it bad been known that sliver was going to all aa rapidly aa It did, ho would have kept the silver dollar and put it on the same footing as fractional sliver. Tho suspension of silver coinage, by the Latin union and increase In production, bad glvon great blowa to silver. It la not true that ho is unfriendly to silver.
