A morning paper says an officer of General Miles' staff received a telegram late last evening from bis brother, a United States soldier, stationed at San Francisco, telling him of the arrest there yesterday of two for eigners, ono a Spaniard and the other a Chilian, who had been there for tho past three weeks aud acting in a manner to cause suspicion.
