COMMERCIAL PAPER l)lMuut at i5?mW ,A,,J1K ttTiwl o iew York, fhlcmso,Hu oruwu Kninelseo, Pottlaud, luuon. rin. awim i ! Bnlem, tho capital of the state, In MKtuition to ixMtic one or tiie nana- soniest cities in the Northwest, to hIho the second city in point of pop ulation, ranking next to Portland. Itfl locution In particularly favorable for the up-building ot a great com mercial center, nnd outside of the prestige natur.illy attaching to Ha lem as Oregon's capital, the great wealth of the clly from a business standpoint has aecoi ded it a recog nition all over the co.ist as one ol the mortt prominent centers of Ore gon or Washington. The city lies on tho e-ist bank of the Willamette river, in the verj heart ofa rich valley of the.sami name. It ,;tukes one .trip alone through tills garden spot of the coast to convince the vi-itor of the immense possibilities of the country immediately tributary to Hiilem. li Is not Improbable that the Willum ette valley, taken ns it wlmli , is ca pable of suppoi ting more people to the square mile than any other por tlou of the United Slates of etjuiil areu, and it is in the very richest portion of this valley that rialem i located. Thus the hub of this rich and extensive country, a more de tailed mention of whose resources will be made later on, Is Kalem. In laying out the clly the townsite projectors of what is now Oiegon's capital la lined well. The streets are wide, the average width of the main tliroughfares being 100 feet, while the principal blocks are 3:',0 feet square. Early In the history of the place tho town people adopted the wise policy of planting shade trees, and the-e taking firm root in tho soil, and growing as such trees do only In the Willamette valley, Balem is now one of the best shaded cities on tho coast. Sidewalks lead every wheie, the streets are kepi well watered In summer and a good system of paving allows these streets to bo kept in perfect condition dur ing the entire year. In addition to being the capital of the state, Salem is the seat of .Minion county. One of the objects In Sitlcut to which every eltiens points with pride is tho county court house. Tliis Is conceded to be the handsom est piece of public architecture in the state. Tho cost of the building as it stands to-day was upwards of $120, 000. Salem lias publlo buildings everywhere. Salem has tho state capital, tho city has thestate asylum, tho penitentiary, tho Willamette university, tho buildings of which lire- all lino structures in themselves, and all a source of no little revenue to thotrado of tho place. Salem was first established as a mission of tho Methodist church in 1810. Its early history is replete with interesting and pathetic anec dotes, nnd ninny were the struggles gone through heio by tho sturdy pioneer who paved tho way for a lntor generation. Salem early bc camo an Important trading point in tho valley, and long before tho com pletion of the railroad through Western Oregon it was one ot tho leading towns of the state. During tho past two years the growth of Balem lias been phenomenal, as evi dence the fact that while tke present population of Balem Is in the neigh borhood of 12,000, 8000 of this number represent tho actual growth of the past year. While the publlo Hulrit of Salem's citizens has had much to do with this large ineiease in population, it hits been rendered possible by tho growth of the sur rounding country, and by tho ad- vent of important manufacturing industries In her midst. It Is the boost of Balem that her growth has been on n most substantial footing, and that thero has never been tho least tendency in tho place to Inlla tlon of real estate values, so often attending tho rapid growth of other trade centers. Tin. WltlmimH it iMillitv nmmtr Is about sixty miles wide, extending from tho Coast range on tho wom to tho fool hills of the Cascades on the east, and Is measured in length by the distance covered by the Willnmctto river, about 130 miles. This liver hits many tiibutnrios, about forty smaller streams pouring their waters Into the Wllliunette from the junction oftho two main forks to Its mouth. It Is this perfect watering of almost every part of the Willamette valley which has had so much to do with its productiveness U1"' ,l ' l0H0 tiiiiiiui""1 ftrwinw wi " i xwt trans- pollution iuuiiiiii'H l" iiiu euiiu in this part of the statu to the markets of the coast. Inuluded lu tho Willamette valley nio upwards of f,000,000 acres of land. This consists of gioat htroteh- im of moat beautiful nrulrlo land. lutuntwrMtl with abundant forW, of Hue timber. It Is dUtlnotlvely mi iigrlcultuml country. While it Is not a stock coun try, every farmer in the valley lias a few head of cattle, sheep nnd hogs and it Inrgc portion of the meat sup ply of the large cities of western Oregon is obtained from this .valley. The land is productive to a point not met with in any land on tho coast. On one farm In the vicinity of Salem wheat has I. cen rnled for forty sue-cc-sivo sen-ons, and during no year of this time has the yield on this land been !es- than twenty-live bushel to the ticre. All the cereals do well, while llnx, rye and hops raised lu the Willamette valley haven well-earned teputation in the markets wheie these products are best known. Thcie is one peculiar ity of the toil of the valley that is worth recording here. This is that this soil In formed principally of de composed oleanio substances, simi lar in many respects to the soil of the best fruit growing districts of Europe. If is this which makes this land especially adapted to fruit culture, which, added to the salu biious climate of the valley, free from severe frosts in winter, and with an i utile ub&ence ot scorch ing lieal in the slimmer months, makes this valley the best on tho coast for the raising of most all vari eties of semi-tropical fruits, prunes, cherries, apples, peas, plums grow particularly well, and the Oregon prune is not peihnps excelled in Ha ver the worn! over. Small fruits glow on the virgin soil without any special attention, and there has never been known a failuie of crop of this kind of fruit. Dairying is one of the things to which this valley is specially adap ted. Escaping the rigor of severe winters, and the feverish heat of summer, cattle do as well here as on any p.u t of the coast. This is some thing that has thus far been neg lected by the farmers of t Ids section, and oulside of battel and ohee-o, made to supply the local market, the valley is not as yet a great ship pel of dairy products. The possi bility of greatness in till? particular line Is here however, and some day the Willamette valley v ill be the largest daily pruduuiiig section ol the coast. Salem enjoys unexcelled transpor tational facilities. The city is on the main line of the .Southern i'a cillc, ninning from Portland to Bun Krancibco, fifty miles smith of the former place and also has the ad vantage of river transpottation by steamers on the Willamette both North and South. It is this which has miide Salem one of the greatest trading centers of the coast. Tho products of almost the whole of Marion county find a market at Spiilem, nnd from this latter place they arc shipped to all parts of tho world, hi addition to the Hue al ready completed a road is projected from Salem to Astoria, and also one eastward across tho Cascades. Strenotis efforts are now being made by the citiens of Balem looking to an early completion of these now lines and the driving of the last spike on i heso roads will add ini nieiibely to the wealth and standing of Balem as a commercial center. The Willamette river is navigable nearly all seas-ns of the year for ii distance of some fifty miles south of Salem, mid this with the water transportation of tUosinallerstieanis tributary to the Willamette gives Salem exceptional facilities for ship ping by floating craft, lloats load at Balem, and by a sy.stem of locks and canal at the falls at Oiegon City tills cari;o can be lloatcd to tho sea without breaking bulk. Tills fact regulates railroad freight charges to and fiom Salem, and Is an import ant consideration in tho continued growth of the capital city. Salem has tho raw products to maiiufiictuiv, and she has the power to run her manufactories, which linve already gained a considerable foothold In Balem. Salem has two of the best tliur mills in the state, with a combined dally capacity of 12U0 barrels. The Mipenor quality of wheat grown In tho Willamette valley enables these i.illls to furnish the market with tho highest quality of Hour made on i hu const, and thL Hour finds n ready Hide lu domcMlc and foreign mar kets. Bnlem litis a largo woolen mill, erected leceutly nt u cost of $60,000. Fifty luuidn are Klvon leg ular employment hero, tiud furnish ti market for about 200,000 pouudsof wool annually. Balem has KlMH' foun drlctf, machine khoM, lumber mills, mull and door ftietoiltw, trull canneries, plokKt and vinegar works, and mntiy smaller ludtutilo of this nalute. This track nee will be doubled by the close of the teason. Work on a standard gauge motor line connecting Balem willi Sllverton, thirteen miles dis tant, has already been commenced. In connection with the motor line to Sllverton there will be n belt lino constructed around the city, all of which it is proposed to have com pleted and in running order by Jan uary 1st, of next year. Keeping apace with the Increase in population in Balem duriug the ptibt year was the erection of fine buildings. Five hundred thousand dollars represents the amount of money expended for building in Sa lem during the single season of 1889. It is the claim ot the conservative business men of the city that during the present season the cost of new buildings erected will approach au even million. Among the many new buildings are some 400 feet of fine bricks fronting on the main street. Thee are occupied by thriv ing business establishments. y a provision in thestate consti tution all state buildings must be lo cated at Salem. Thestate house in this city is the finest and most im posing piece of architecture in Ore gon. Although ns yet in tin unfin ished condition over $750,000 lias been expended in its erection. Sur rounded by spacious grounds the state Insnne asylum at Salem Is a ' particularly striking piece of arehi-1 tec In re. It has accommodations for 1000 patients. The deaf and mute school, the school for the blind, or phans' home, state penitentiary and other publlo buildings are now occu pied at Balem. A few miles north of Salem is the state Indian training school. There are thirteen churches of va lintH denominations at Balem, a University with an average attend ance of over !!00 pupils, a young ladies' academy with an average at tendance of 100. The public schools of Salem are among the best on the coast. The public school building is oneof tiie best planned and prettiest pieces of iirehitectuie lu tho North west. Balem is eiS'nt'ally a city of homes. There me many costly and imposing residences all over the city, while around these homes are wcl laid out grounds and well kept yards. Just on the outskirts of the city are numerous small farms of five and ten acre tracts where fruits and vegetables are grown for the lo cal supply of the city. lli:ui:unnu Youit Fkiiinds.
