Ships go to sea with just enough of a crew to enable them to manage tho vessol and in bad weather they havo a rough timo of it. TVhed tho ship is weathering Capo Stiff, as tho boys' term the Horn, Jack docs not spare himself, bdt pulls out tho wcathor earring with frozen and benumbed hands, as ho glances into tho vast concavity of bluo and icy water below him. Ho docs not object to trim cargo when It shifts, or to go aloft to secure a maintop royal when tho wind is singing a death rattlo through tho standing rigging, when tho foot-ropo Is running slack through tho stirrups and tho reef points are stiff as iron rods. But ho most decidedly objects to reccivo or discharge cargo in port That ho considers tho duty of 'longshoremen employed by tho steve dores. 'Longshoremen aro many hero in Now York. Two years ago they were very prominent in tho Knights of Labor, but since they inaugurated a strike against the Dominion lino a few years ago they havo not been tho objects of much newspaper at tention. They aro fine, manly.'nblo-fellows, and if they do hang arouud tho saloons on the "slips" and all over South strcot it is because .their work is of an intermittent nature,' and not because Of any desiro to idle away their Umo. Tholongshoremen whoso business it is to load and unload ships must be within tho reach of the stevedore from daylight to dark, and so down on South street near tho ferry and on Burling and Cocntios slips, where boss stevedores congregate, rooms are fitted up for tho men in rough sailor fashion, where they can sleep, drink and play cards in their off hours. AboiC20,000 men, all told, handlo the freight that comes into and leaves tho port of New York, and tho wages paid them yearly is estimated at over 110,000,000. Every race Is represented except tho Chi nese among these workers along shore. In New York harbor there aro, all told, 300 stevedores, and many havo amassed great wealth. They aro in effect tho agents of the consignees to whom cargoes are brought, and like agents for tho "charter party,"-the 'legal maritimo term for any person or company chartering a vessel to convey a cargo of goods from one port to another. To illustrate : A vessel has been chartered to convey a cargo from New York to Liverpool. She is ready for her cargo and her1 cargo ready for her. Tho' "charter party" calls for his stevedore, as all largo thippers usually continuously employ the same nian, and contract with' him to put their cargo aboard. This does not mean thai it shall merely bo put on tho vessel's deck. It must bo stowed away in the hold and between decks in a proper manner for.an ocean voyage. These contracts are based either on weight or measurement, and often on both; and tho cost of loading a cargo of a 1,000-ton bark or a great ocean steamer will vary from $1,500 to $6,000. While the vessel is being loaded hois practically its master. For while a ship's captain may suggest regarding stow age, ho must after all yield to the arbitrary ruling of the stevedore, who thus becomes tho responsible parly for the good condi tion of the cargo on delivery at its foreign sort. Tho stevedore usually has several fore men in his employ. Theso are Jlongshore men whip work either by tho hour, week or month, at an advance of about one-third over tno orainary worwnon. When vessels aro to bo loaded or unloaded theso foremen start out on'the street and select with almost unvarying impartiality their "gangs" among tho 'longshoremen always waiting about the approaches to the docks, fre quently in most picturesque groups, and then tho liveliest of commotion begins. The 'longshoremen working force comprises a foreman at each vessel, who has entiro ohm-". of 'the work and who keeps the timo of ttio men, assistant .foremen In num ber proportionate to'tho magnitude of tho task, "headers" and regular laborers. "Headers" and assistant foremen receive five cents per hour extra. If a vessel is loading and tho stevedore is able to secure thocargo rapidly, alargenum ber of gangs aro worked. Usually ono gang is employed at each hatch and side-port, but frequently, if hurried( two aro used. Then there is tho dock gang, who handle thoafreightto the ship's sido and see that it is started right in its ascent by the "whip" to above the hatch for lowering, and the gangsbelow who are loading tho cargo. These usually consist of two, men and a "header" on either side of tho ves sel. Tho header practically represents the stevedore in tho propor stowing of tho freight, and the "headers" must bo bright men, for on their directions and caro rests the possible good condition of the cargo. Tho spots where heavy and light materials must bo placed; arranging so that f relghU likely to injure each' other aro kept sep arate; stowing' so that tho cargo shall bo borhe'atthovessel's center of gravity, and that sho shall not roU and strain from great dead -weights in Improper places; and then that tho "craft's utmost carrying capacity sliall be utilized ; all must bo considered and met and adjusted; for a badly-placed cargo may "shift" at any moment In a storm and send 'a' vessel to tho bottom.
