Tho first meeting of tho Alliance was held at tho W. C. T. U. Hall, beginning yesterday afternoon, and was mostly of a business nature. There are a boutonehundrcd delegates present. The meeting was called to order by the president; G. M. Miller, Mrs. E. E. McKiunon of Turner, Rev. H. Gould of Shedd.and Miss Tucker of Arlington, were appointed a com mittee on credentials. S. S. Train delivered tho address of welcome, and Rev. J. W. Harris of Arlington, the response. Major Hilton delivered tho ad dress, and tho Alliance will continue over Friday. Mrs. Narcissa Kinney delivered one of tho addresses. She is a favorite among temperance people here and drew a big audi ence. Among tho speakers is Rev. Bateman. Tho Right to Vote. Washington, Feb. 20. Senator Manderson has introduced a bill providing that all citizens of tho United States having tho qualifica tions requisite for electors in tho mostnumerous branches of any state or territorial legislature shall be en titled and allowed to vote at any election for representative or dele gate to tho Congress of the United States without distinction of sex, any Constitution, Hws, customs, usages or regulations of any state or territory, to tho contrary notwith standing. An Atrocious Murder. Ashland, Wis., Feb. 21. A most atrocious murder and suicido occur red at Upton yesterday morning. A laborer named Joseph Brogan killed his wife and two children aged respectively five aud seven years, and then committed suicide. Brogan had drauk heavily and had a heated quarrel with his wife in tho morning. Ho finally attacked her with a razor aud nearly severed her head from her body. The little boys awoko and were horribly cut by their raging father, who then cut hisow throat. Sonuttirliil Fun. Indianapolis, Feb. 20, There was an exciting scene in the tato senato this morning. The republi cans claimed that thoy were subject to a gag rule, and Senator Johnson protested. Tho bcrgcant-at-nnns threatened to removohim, but other republican senators gathered around him and defied tho Bcrgeant-at-arins, A general conilict seemed imminent but quiet was soon restored. It is rumored that all tho republicans will resign and leave the senate without a quorum. Cnn't Liwul. San FitANCisco, Feb. 20. Tho steamer Walla Walla brought down ten Chinese passengers from Port Townsend. Thoy all want to land, on tho ground of having como from a domestic port although tho prelim inary report brought out the fact that, notwithstanding they claimed to be all employed as cooks at Port Townsend for scveu years thoy were unablo to speak a word of English, aud could not describe tho port from which they hud departed. Alunku ItoniK, VicroiUA, B. C, Feb. 21. J. C. Galbreuth arrived from Casslar last night. He brought treasures valued at 18000, and states that tho winter has been mild, and health generally good. Supplies throughout tho dis trict are fully equal to the demand. McQuaig and Michell aro taking out good pay on Quartz creek. Treaty With Japan. Washington, Feb. 20. Tho sec retary of state 1h Informed that tho supplementary treaty of commerce and navigation between the United States and Japan was signed In Ja pan to-day. For n Naval Station. Tancheiis, Feb. 20. It is rumored that the Sultan of Morocco has gran, tod tho request of Germany for a piece of coast near tho Algerian frontier for a naval station. A Great Imentlon. Minneapolis, Minn., Feb. 21. After fourteen years of continuous effort, a printer of St. Paul, by the name of of Biggs, has patented an invention which alms at the preven tion of the collisions of railway trains. Tho important point of his scheme is a middle rail, or strip, con sisting of thrco Insulated metal plates, or wires, with exposed sur faces. Tho plates aro so arranged that two aro parallel for whatever distance within which It Is consider ed desirable to stop tho train. Over their exposed edges glides a steel brush, attached to a thread above and connected by wires with a bat tery, and also with tho bell in the engineer's cab. Theso conditions glvo an electric bell battery, ind the connecting wires in tho triplicate strip below open a circuit of 2000 feet.
