The bill to give fifteen thousand dollars for a road to let the people of the Northwest coast and of certain valleys have access to the inner world was much and ably discussed this forenoon. Two objections are urged to such bills one tho consti tutional inhibition against "special or local laws for laying, opening and working on highways." Now the word special docs not apply, nor docs the word local In this case ap ply, as the supremo courts have de fined their legal meaning. And as this road is to open the Willamette valley to the seaboard and diflerent sections of tho valley and of course to all connecting accessible sections tho word "special" cannot apply. "Different sections, Inaccessible to each other by natural barriers," may bo thus opened. Sec. 8 or Ref. 412. Second, comes the objection of expediency. If ono region calls for money so may others and where shall we stop ? It may bo said that when other regions of Oregon have waited half as long as the old settle ments to be benefitted by this act and have endured such enormous inconveniences by being excluded by inaccessible barriers, then they too shall bo aided.
