The bill to give fifteen thousand
dollars for a road to let the people of
the Northwest coast and of certain
valleys have access to the inner
world was much and ably discussed
this forenoon. Two objections are
urged to such bills one tho consti
tutional inhibition against "special
or local laws for laying, opening
and working on highways." Now
the word special docs not apply, nor
docs the word local In this case ap
ply, as the supremo courts have de
fined their legal meaning. And as
this road is to open the Willamette
valley to the seaboard and diflerent
sections of tho valley and of course
to all connecting accessible sections
tho word "special" cannot apply.
"Different sections, Inaccessible to
each other by natural barriers,"
may bo thus opened. Sec. 8 or Ref.
412.
Second, comes the objection of
expediency. If ono region calls for
money so may others and where
shall we stop ? It may bo said that
when other regions of Oregon have
waited half as long as the old settle
ments to be benefitted by this act
and have endured such enormous
inconveniences by being excluded
by inaccessible barriers, then they
too shall bo aided. Reason and
moderation in all things. More
over as Tongue alleged, as soon as
this way is opened, tliestato will get
back incalculably more In money
for lands of hers now not saleable,
while her revenues will vastly In
crease from increased values devel
oped by settlemcntof new landsand
Improvements on lands already occupied.

tho productive fish by improper
methods of catching. It is very
strange that this matter has been so
long neglected. Tho experieuco of
ages has taught other nations how
to preserve their fish and what
methods of catching arc destructive.
Similar, unsystematic, ruinous
methods have destroyed tho once
seemingly infinite myriads of quail
andprairlo chicken of Kansas and
Nebraska. Tho heavens above, and
tho surface, and the bowels of tho
earth, and tho waters under the
earth are searched, scoured aud
seined by a set of reckless cormorants
who would make fortunes speedily
and retire, leaving to tho honest reg
ular business mau no prospect of a
livelihood.
