Wo nro so much encouraged by the good words of our friends and patrons, and the steadily increasing patronago of the paper, that wc have concluded to enlarge the Cap ital Jouiinal to a seven-column daily, as soon as we can complcto arrangemente now in progress. COMMON MYTHS. Ignorant folks, wonder-mongers, and oven scientific observers, have disseminated many erroneous and exaggerated notions which are not readily eradicated. Wo are still told, for Instance, of tho Norwegian maelstorm, a frightful whirling o'nism in tho sea, capable of suck ing down tho largest ships; though in reality, this frightful,,whlrlpool" Is simply a run of tho tldo through a sloping channol, is rarely dangor o ur, and then chiefly on account of tho rooks on which it may draw vessels. John Horschol gavo his en dorsomont to tho statomaut that tho stars may bo seen In tho daytime- from tho bottom of a well, but this has been proven to bo an error by tests from a shaft nearly half a mllodcop. A very old Idea, without foundation In fuct,is that crocodiles shed mourn ful tears; while toads Imprisoned in solid rock aro nuinorous and stii ported by much ovidonco, but have probably resulted from imperfect observations. Accounts of tho germatlon of grain from tho mum my-pits of Egypt have arisen from deception practised by tho Arabs in placing fresh seeds with tho tho belongings of the mummies. The merits of vaccination have been considered since 1883 by a Ger man commission three members of which wereantl-vacclnationists and these are among the conclusions which have at length been announc ed. Tho period during which vac cination protects against smallpox varies greatly, but as a rule all per sons should be vaccinated every ten years ; two well-marked vesicles aro necessary to Insure successful pro tection ; animal vaccine is preferable; no special disease or Increasing death-rate can be traced to the prac tice of vaccination ; tho operation should not be performed during epi demics of scarlet-fever, measles, diphtheria, whooping cough, typhus, or erysipelas ; Infants should not bo vaccinated until three months old ; and tho greatest caro in cleansing and disinfecting instruments should be observed. uiufting SANDS. Near the sea the shifting of sand by the winds' is a familiar sight, and the drifts are often known to en croach on cultivated fields, forests, and village. Striking examples aro found on Lake Michigan, -where the withered tops of a forest are vls- ablc above a sand-drift, and in Nor folk, England,; where farms and houses have been covered. Tho same peenomenon occurs in deserts, tho great sand-hills being not only carried about by tho wind but even forced beyond tho proper limits of tho sandy wastes. Tho oxtenslve Iieglstan desert in central Afghanis is reported as being steadily pushed northeaswardly, and calculations have shown that Its present rate of progress will causo it to overwhelm some of tho most fertile and prosper ous districts of tho country in a few thousand years. Heakt disease is an affection to which nine-tenths of the animals in confinement aro subject. Among elephants tho most common and fatal of many diseases is rheumatism; monkeys and baboons generally die from bronchial affections and heart dlseaso; felines, such as tigers, leop ards, etc., from dysentery and heart disease. Tin: manufacture of rubles has lately reached such pefection that the artificial product Is often more valublo than the natural stone. A STATE REFORM SCHOOL. T1IK Al'i: A USlU'Ut. ANIMAL. Apes probably rank uoxt to man in gouoral Intelligence,' and, though thoy lack porsovoranco, thoro seems to bo no reason for doubting that thoy might bo trained to do a variety of useful work. This Is tho opinion of Madame Clumoiico Royor, tho French translator of Darwin, but alio points out that tho domesticated apes would require great quantities of such food as fruit, bread and eggs, that tho urocess of educating them would bo costly, and that for many generations tho ollmato of Europe would lo too povoro for them. Sho suggests that tho experiment should ho tried first In tropical countries, where tho apes might aid in culti vating colVee, oocoa and cotton. Senator Clmmbcrliii's Rill to Establish Such an Institution. A bill to establish a reform schoel: I Ho It enacted by the Legislative Assembly, there shall bo established an institution to bo known as the State Reform School of Oregon for juvenllo oll'endors. II Tho geucral supervision and gov ernment of Mild institution shall bo vested in a board of control to con sist of three commissioners, of whom two shall bo a quorum, who shall bo elected In joint session of both houses of tho legislature. Tho mem bers of said board shall hold their ofllcesfor tho respectivo terms of two, four and six years from tho first day of March, 18S0, and until their successors shall bo elected and qualified (said respectivo terms to bo designated in their appoint ments); and that thereafter thoro shall bo ono of board appointed In tho same manner every two years. All vacancies In said board shall bo filled by tho governor, subject to the approval of tho senate at tho next succeeding mooting. Said commis sioners before entering upon the dlschargoof their duties shall each tako nu oath faithfully to discharge tho same. Theyl shall organizo by electing ono of their members as president. Ill Said commission shall appoint a suitable superintendent of said insti tution and all necessary subordin ates and llx their salaries. They shall liavo power to mako anu en force all such rules, regulations, or dinances and by-laws for tho tho government and diclpltnoof said institution as they may deem just and proper. IV Before entering upon his duties tho superintendent shall give a bond to tho State of Oregon in tho sum of tlvo thousand dollars, etc V The superintendent shall resldo at tho institution. He shall have ohargo and custody of tho buildings and other property of tho institution, shall govern tho Inmates lu accor dance with suoh rules and regula tions as tho board of commission ers may proscribe, and shall en ploy such methods of dlolpllno its will so far as posslblo reform their characters, person and health, pro mote regular Improvement in their trades and employments, and se cure to them fixed habits of indus try, morality, etc. VI This section Is devoted W the manner of drawing warrants, etc., on tho Stato Reform School fund. VII Upon conviction of any minor un der twenty years of age of a crime punishable by imprisonment in the stato penitentiary if in tho opinion of the court lu which proceedings are pending there is reasonable ground to believe that such minors maybe reformed and being fully ad vised of tho circumstances connect ed with the crime, the court in Its discretion may sentence such minor to a term of not less than ono year in said Institution of reform. vrn Relates to tho papers of commit ment, etc. IX Anv bov committed to tho .state reform school shall be kept there, disciplined, instructed, employed and governed under the direction of the board of commissioners until ho is bound out or discharged as re formed or otherwise legally dis charged as reformed. The discharge of a boy as reformed shall be a com plete release from all penalties and disabilities created by the sentence. X Tho superindont shall have power to place any minor committed to said Institution at any employment and shall have pow.cr to bind him out with his consent as an appren tice and may execute indentures of apprenticeship for such minor, which shall have like force and effect as other indentures of apprentice ship mado under tho laws of this state. XI Tho Bald board of commissioners are hereby empowered and directed to secure by purchase or lease suita ble premises where this institution may bo carried on ntj in, or near the capital of this state, to wit: Salem. XII That there shall be and hereby is appropriated out of any moneys in tho stato treasury not otherwise ap propriated, the sum of $000,000, or as much thereof as may bo required to establish and carry on said reform school until tho meeting of the next legislature In 1891. XIII Said board of commissioners shall each bo allowed for their services tho sum of threo dollars per diem when actually engaged in the dis charge of their said duties and all necessary traveling expenses paya blo In tho same manner that other claims aro paid against tho institution. Tho death of Miss Minto, was a shock to a largo number of warm friends and relatives. Sho wal of a very loving and cheerful disposition, and will bo sadly missed by her many associates.
