Information from the County Fairs Commission indicates that a valuation of approximately $11.50 per point will be paid before the end of the year. This represents some $9,000. revenue for the use of the Board in administering both the maintenance of the grounds and the annual county fair. Some thirty-five fairs par ticipate in the Merit Funding program which was instituted by the Oregon Legislature in 1969. Competition is keen with each fair being judged and rated by a member of the County Fair Commission which is under the immediate authority of the State Department of Agricul ture. Capps stated that while Malheur County was not in the top ten fairs of the state it was above the median. A copy of the rating was re ceived and among the areas indicated for improvement were washracks and better lighting for the grounds. An improved parking plan for the grounds was indicated also. Volunteer participation in the various divisions added to the rating, as did the types and numbers of exhibits, and general over-all appearance of the grounds and buildings. Capps stated that the Board is aware of the areas which need improvement and as funds are available these will be cor rected. The Fair Board, which met with the judge prior to the com pleted rating, were impressed with his knowledge of fairs and his sincerity in awarding points and evaluating the total fair. of the Fraternal Order of Ea gles, at the 56th Annual State Convention, held in La Grande, on June 26, 1971.
