CITY FINANCES IN EXCELLENT CONDITION— note was ¡bounded by C. A N Van encouraging Duesen, who has been auditing the books of the city of Nyssa and made his report before the city council Monday night. Mr. Van Duesen said, “The past year has been a good one. The town paid $1,000 on water debt and re duced the outstanding warrants $677.00.“ This tells part of the story, but hot all. The city’s affairs, as conducted by Mayor Don Gra ham, Recorder A. R. Millar and Councilmen A. C. Noncott, Dick Tensen, A1 Thompson and Dean Smith, have been in competent hands. For example the warrant indebtedness has been re duced some $2,500 since 1933, leaving only *2 ,501.92 unpaid. The majority of this warrant indebtedness was accumulated when the low pressure well was dug and the fire truck pur chased. The policy of the administration has been to save every penny possible in order to wipe out this warrant debt and at the same time pay regular bond installments and current ex penses. The liabilities of the city at the present time include $4,000 road bonds, $17,000 in water bonds, and outstanding warrants of $2,501.92. This does not include the 3ewer bonds, which are in a separate account. Due partially to improving times, more popu lation and increased use of the service; water receipts for the past year were the highest in the history of Nyssa, reaching a total of $5,649.72. In 1935 this figure was $5,476.94. Another stroke of good business was made when a new punrm was installed to pump high pressure water. This pump cost $757.12 but in the five months operations the saving in power costs has almost half paid for the improvement, besides giving better service. At the present rate, the saving in power costs will pay for the pump within the year. In analyzing the audit made by Mr. Van Dues en, it is noticable that practically all local re ceipts were higher in 1936 than the year before, but tax receipts were smaller by the sizeable sum of $1,054.01. Due to this one fact, the city actually received less money this year than last, the difference being $761. But here is where ef ficient management comes in. While receipts were less, expenses were also less; the general and road fund showing a cut of $246 in costs. Getting into the minor funds, the city’s share of 80% of the dog license money collected in 1935 amounted to only $29.60. This past year this amount was increased to $58.25. At the same time, ordinary city licenses increased from $605 to $781. In looking back over the administration of May or Graham and Recorder Millar; ably assist ed by an efficient council, the city is to be con gratulated on the type of men they have chosen to head the city’s business. The new council ex pects to do their best to follow in the experienc ed footsteps of their predecessors, but the old council set a fast pace and the new council will have proved themselves men of ability if they can maintain the record. They have one import ant advantage— they have three men of exper ience to Lead the way. Three men who served the past two years and have given valuable council. Three men who know the satisfaction of doing a hard task well ; Mayor Don M. Graham, Record er A. R Millar and Councilman A1 Thompson. *t* * 1— A GOOD MAN LEAVE?»—. HIS week it is our sad duty to chronicle the T passing of Fred Klingback, one of the most respected men of the community. A man who has proven himself a real inspiration to his friends and neighbors; and a man we could not afford to lose. Although it was not our privilege to be in timately associated with Mr. Klingback, the love and respect in the hearts of all who knew him w as something any man or woman would cherish. Through the long months of suffering following his accident last summer, he always maintained a cheerful attitude and his first thought was for others. The sympathy of the community goes out to the heartsore family who are secure in their faith that the Almighty had a definite purpose in removing from the family circle the husband and father.
