Library U n iv e r sity o f Oegon Eugene, Oregon Home Rule Charter Committee To Be Named; Nine to Serve The Board of Commissioners of Columbia County has filed a re solution with the county clerk's of fice for the appointment of mem berg to a Columbia County Home Rule Charter Committee under an Oregon statue which provides for the formation of a charter com mittee. The nine member committee will stuot a new form of government ft. Columbia County, with the group to be made up of individuals from throughout the county, ap pointed by commissioners, state representatives and the state sen ator. According to the Board of Com missioners, with the county grow ing and developing, and with the continually increasing demands be ing placed on government services, they deemed it feasible to have a committee study the needs of the government for the foreseeable fu ture. After filing the resolution, not ice was sent out to participants in the appointment process that they are to begin selecting mem bers for the committee. Commissioners N.W. Barmeier, Jack Minkoff, and Jay Ahlboni are to appoint, collectively, four members of the committee; State Representatives, Dick Magruder and George F. Cole, and State Sen ator William Holmstrom will ap point four additional, members. A majority of at least five of the eight members of the committee will then appoint an additional member to complete the charter committee The committee is to determine what type of government would be best for Columbia County. In as certaining this, they are to study whether or not a charter would be a better form of government, conduct hearings, make investiga tions and take testimony. It will be the duty of the newly formed charter committee to study and consider all previous sugges tions including charter-type govern ments in other areas, and to make a determination as to whether or not one form—or a modification of one of the forms—would be better suited to Columbia County. If the committee should so de cide, then they would have the power to place the measure on the ballot for the residents of Colum bia County to make the final de cision.
