Permanent Auto Plates Proposed A proposal to issue permanent automobile license plates in Ore gon is described by Secretary of State Earl T. Newbry in an article in the December issue of “The Oregon Motorist,” publication of the Oregon State Motor associa tion. The proposal to make license plates “follow the owner" rather than remaining with the vehicle, is said to be an economy measure affecting a saving of approxi mately $300,000 annually in ad ministrative expenses. Under the proposal, as explain ed by Secretary of State Newbry, license plates issued in 1950 would bear not to exceed five digits. The number would be preceded by a removal date tab and in front of the tab would be a smaller num ber designating the month of ex piration. Thus, expiration of li cense plates would be staggered over a twelve month period, ra ther than expiring at the end of the year, as at present. “Substantial savings will ac.ure through elimination of an tanual special number, plate costdi ex tra employment and postal .costs,” the secretary of state says. “Ex perience of other states with the registration following the owner, rather than the vehicle, has re sulted in a much closer control of vehicles, both from the administra tive and enforcement positions. Automobile thefts have been ma terially reduced.” The secretary of state will sub mit his proposal to the legisla ture, seeking the right to stagger expiration dates. The present law permits the secretary of state to issue permanent plates, but the staggering of expiration dates is deemed necessary to enable the state to change to the new system with a minimumu degree of in convenience. • Maillol Pension Regulations Veterans over 55 years of age who have non-service connected disabilities may now qualify for veterans administration pensions under recent regulation changes, the VA reports. VA regulations now sn»cify that a veteran, age 55, with a non service connected disability rating of 60 per cent for one or more disabilities permanent in nature, and who is unemployable, may be considered permanently and totally disabled for VA persion purposes. Previously, a disability rating of 60 per cent for one permanent disability, or a combined rating of 70 per cent with one or more rat able at 40 per cent, was required. At age 60, veterans may quali fy for VA pensions if they have non-service connected disabilities rated 50 per cent in degree and are unable to follow a substanially gainful occupation because of the disability. At age 65, th-' dis ability requirement is only 10 per cent. The VA emphasizes that the regulation change effects only pensions for non-servic» connected disabilities, as distinguished from the compensation paid for service- connected ailments.
