Washington, May 2.—Sensational news charges of criminal profiteering in America s billion-dollar aircraft program produced a turmoil of indig nation i.i the senate this afternoon and precip.tated a torrent of demands for a thorough investigation with a view to criminal prosecution by the Military Affairs Committee. During the debate several members of the Military Affairs Committee de clared in favor of reopening the in quiry recently concluded by the com mittee. Senator Hitchcock, of Ne- braska, acting chairman, said the committee was without power to deal with criminal prosecutions and that the department of justice should _____ handle the phase of the matter. Upon hearing of the Senate discus sion, Attorney General Gregory stat ed the Department of Justice would be glad to investigate the entire air craft production situation upon re quest by the President or Congress. He also said the department would welcome any complaints of specific cases of viclation of law, either by ex- travagent use of government money or in connection with attempts to ob struct the building program and damage machines. Plain Language Used. Senators did not mince words dur- ing the debate. Senator Hitchcock, of Nebraska, declared that the aircraft board as constituted before the re cent reorganization had “played a g; gantic confidence game upon the Am erican people in the creating of the Liberty motor. Senator ing, of Utah, said he had been told by an officer of the govern ment that “somebody ought to be shot” for the breakdown of the air craft program. He declared his belief that a crime had been committed and demanded "branding and pillorying of those who have betrayed the coun try and deceived the president.” Senator Poindexter, of Washington, laid the blame at the door of the sec retary of war for failing to order the shooting of the officers who have charge of the aircraft program. . May Be Another Probe. The Senate outburst began with Senator Brand.gee, of Connecticut read in the record r. telegram from Gutzon Borglum, the sculptor, com missioned by the president to investi gate the aircraft program. Mr. Bor glum charged that aircraft production was “still in the clutches of the ring” and predicted that no headway would be made by John D. Ryan, the recent ly appointed head of the Aaircraft Board, under present conditions. Later in the day Mr. Borglum con ferred in secret session with the Mili tary Affairs Committee and laid be fore it a vast accumulation of evi dence he gathered while investigating the airc a.ift program. He remained with the committee for several hours. At the end of the conference Sena tor Hitchcock, the acting chairman, said that it had not been definitely de termined by the committee whether he begin an investigation at once. Its decision would be governed, lie said, by developments during the next few days. If certain persons named by Mr. Borglum could be persuaded to ap pear as witnesses the committee would go ahead with the inquiry, he said. Government officials were not spared during the debate in the sen- ate. Senator Poindexter, of Washington, referred ta the criminal law against accessories to crime and to state ments regarding aircraft production made by Secretary Baker, asked: "Is not the secretary of war the man him self that ought to be reached by the committee if it is seeking to hold someone responsible?” "I believe the Secretary was as completely deceived by officials in charge as was die committee.” Sena tor Hitchcock replied, adding that the Secretary Lad reorganized the avia tion personnel and thus indicated his lack of cj.ifidcncu of those displaced. He reiterated, that the department of Justice and not the Senate committee should investigate criminal aspects of the situation.
