Probably there is something more than a mere flourish in the report that the president and other members of the government are to be active during the recess of congress in strengthening the hands of the national authority, so far as it can he done under existing law’ and in shaping policies iu the same di rection, which the president will urge on congress in his message at the opening of that body. Recent developments show the people that further work along that line may be needed. Sa>s Representative Hepburn, the chairman of the house committee on interstate commerce: "The revelations in the ex amination ot Mr. Harriman show that we did not go far enough in our railway rate regulation act. We must amend th.it law next winter so as to curb the dangerous activities of some of these railway chiefs.” Says another republi can congressman : “Messis. Frick and llariitraii, in the Reading railway deal, in which Flick is reported to have made many millions oi dollars, are making more socialists and anarchists in a dav than all the paid propagandists of those lollies could do in a year.’’ Here are abuses which the law must curb, and the only sort of law which can deal with them is the law of the nation. State rights talk in this connection is irrelevant. The national government is not assailing anv light of a state which the state owns and uses. On the border line between the authority of the states ami that of the nation there are many powers which can be used hv cither, and sometimes, though in very laic instances, th^v are employed by both. The power which will have to be wielded to prevent the county from coming iti’o subjection to some one or half a dozen magnates like Harriman can be wit-hied only by the national government. The railroad Napoleon laughs at state enactments and at the iulmiiiatioiis oi state executives. He thinks that he is bigger than any state. Nor has he become altogether convin ced yet that in a light between him and the national government iie would be outclassed. The government is ar rung ing to bling this’ matter ¿of the relative strength of Harriman and the federal uuthoiitv to a teat in the lederai courts. Mr. Harriman's operations arc furnishing not only an incentive for making this test just as quickly as a ii case can be shaped against him.
