That was a well merited rebuke to the governor, for those who have studied the work of juvenile courts claim that boys and girle, who, in some thoughtless and careless manner, do wrong, can I* more MucceMtully dealt with in the juvenile court than sending them to jail with the criminal class. Every large city should have*a mvenile court, fur they act as a preventative to crime. Juvenile courts have come to stay, and the cost should not cut any figure when it is possible to make good citizens out of boys and girls who may have hap|>eiied to have done wrong » « « Chapter V —Without in any way ac cusing anyone of »hr alleged graft of $10,000 in corneciion with the construc tion of the Tillamook City water sys tem, we have said enough to justify the matter lieing sifted by n grand jury, so it is now up to the district attorney's office to make an investigation and prosecute, if the allegation is proven, those who were implicated That is the propei course, fur it is in the grand jury room and not in the newspapers that the mat ter should tie sifted and cleared up in jus lice to all parties.
