Governor Chamberlain vetoed the bill
for a Juvenile Court in Multnomah
county and the legislature pnssed it over
his head with only one legislator vot-
ing against it. That was a well merited
rebuke to the governor, for those who
have studied the work of juvenile courts
claim that boys and girle, who, in some
thoughtless and careless manner, do
wrong, can I* more MucceMtully dealt
with in the juvenile court than sending
them to jail with the criminal class.
Every large city should have*a mvenile
court, fur they act as a preventative to
crime. Juvenile courts have come to
stay, and the cost should not cut any
figure when it is possible to make good
citizens out of boys and girls who may
have hap|>eiied to have done wrong
