U’Ren, of this city, who has taken such
iute rese in the initiative and referendum
plan oi legislation, remains firm in the
Itelief that the referendum cannot be in-
voked at this time on any act of the last
State Legislature. He insists that the
provisions of the referendum act do not
become operative until the expiration of
the statutory 90 daysfollo Yitig adjourn­
ment of legislation on May 21. The
referendum amendment provides that
petitions for the reference of any Legis­
lative act must be filed within 90 days
after the adjournment of the Legislature
and for these reasons Mr. U’Ren contends
that the referendum is not available for
any act of the last Legislature.
Even if the referendum was available
at this time, it is the belief of the author
of the law that it cannot be invoked on
the face of the petitions with reference to
the 1905 Fair that are being circulated,
for the reason that the petitions are al­
ternative in their construction. The sub.
stance of the petition is that the question
of the Fair appropriation shall be sub­
mitted to the electors of the state at the
general election in 1904 or ata special
election to be convented prior to that
time. The law enacting the referendum
amendment expressly «provides that all
petitions for the reference of any legisla­
tion act must state definitely.the election
at which the subject shall be submitted.
Mr. U’Ren is satisfied as to the validity
of the referendum law, and thinks it will
stand the tests of Che courts, but he con­
siders that an attempt is being made to
employ the measure before it is legally
available.

The Political Candidates
Secretary of State F. J. Dunbar sent
out to the County Clerks the certified
copies of the information for their gui­
dance in preparing the official ballots to
lie used in the Congressional election on
June 1. The County Clerks are required
to prepare the form of ballots and have
the ballots printed not more than 15 nor
less than 12 days before the election.
The form of ballot will be as follows ;
For Congress — First Congressional
District—Vote for one.
12. W. P. Elmore, of Linn County,
Prohibition.
13. Binger Hermann, of Douglas Coun­
ty, Republican.
14. J. W. Ingle, of Benton County,
Socialist.
15. A E. Reames, of Jackson County,
Democratic.
The law requires that the name of the
first candidate shall be numbered 12. The
alphabetical arrangement gives the Re­
publican candidate tile alleged unlucky
number 13. This need not discourage
the Republicans, however, for the candi­
date whose name had this numlier has
sometimes won in the past. For instance
in 1898 T. T. Geer had the unlucky num.
ber. but won out. In 1900 and 1902 the
number 13 proved an hoodoo to Bernard
Daly for congressman and E. C. E.Wood
for senator, both democrats.

out. When I had the schooner fetched
up there the Wheeler Company laughed
at the idea and said it conld not be done.
I asked them what they would tow the

did not think that I would pay it. They

She took her sister and fed and clothed
her. She spent the savings of three years
upon her, and within three weeks the
sister, the baby of an orphaned iatnily,
ran off with Mrs. Jane Wickham's hus­
band. And Mrs. Wickham, left penni­
less, homeless and almost friendless in
Portland, is trying through tile police to
bring the despoilers of her borne to
justice.

It has been learned that 227 of the 235
presbyteries of the Presbyterian Church
in America voted solidly for erred re­
vision as based on the 11 overtures sent
down by last year’s general assembly.
At the meeting of the general assembly
to be held in Los Angeles, Cal., this
month, it is believed the last obstacle to
creed revision will have been overcome,
and the demands of the great majority
of Presbyterians granted.

The Confectioners’ Review says that
the Michigan Underwriting Company,
of Detroit, has completed a combine of
the peanut industry, that the American
Edible Nut Company will soon be incor­
porated in New Jersey, with 11,250,000
of preferred and $2,750,000 on common
stock, and that it will absorb the 18
plants near Norfolk, Va., where the
general offices will be located. The
yearly output within 80 miles of Nor.

John McDonald, a timber-faller em­
ployed at the Master logging camp,
near Syensen, met with an accident
Saturday morning that resulted fatally
a few hours later. He was felling a tree,
and was standing clear for the fall,
when one of the limbs hit an adjoining
tree and, breaking off, came down, strik­
ing McDonald on the head, crushing his
skull in a terrible manner. He was taken
to Astoria on the noon train and taken
to the hospital, where he died.

An infernal machine connected with
100 pounds of dynamite was found in a
box on the Cunard pier at New York on
Saturday. According to the expert
opinion of the superintendent of the
Bureau of Combustibles, the box was
found and put into the river just in the
nick of time to prevent it from explod­
ing and demolishing the pier and Umbria,
which was along-side and about to sail.
The box was left at the pier Friday, in
an apparent attempt to have it placed
aboard with the baggage of the passen­
gers. The Umbria sailed a few minutes
after the box was discovered, and all on
board were in ignorance of the attempt
to place the infernal machine abroad the
vessel.

The airship constructed for the Le-
baudy brothers made a highly successful
trip at Paris under Pilot Jauahmes and
Engineer Rey. The start was made at
9 a.m., from St. Marin, during a light
rain and with a brisk wind blowing.
The dirigible craft passed oyer a number
of suburban towns.
At Manles she
made a circle around the cathedral spire
and left that town, going diagonally
against the wind. Over Limav, Manles
and Rosny the airship was put through
a scries of evolutions and answered her
helm and maneuvered to the perfect
satisfaction of all interested in her. She
then returned to her point of departure,
where she descended without accident.
The distance covered was 37 kilometers
in one hour and 36 minutes, against
Santos Dumont's record for the Deutsch
prite of 1114 kilometers in 30 minutes.
