G entlemen and L adies ,—The John
Burrough s Society ot Portland has
through the generosity of Mrs. Rosa F.
Burrell, of this city, two cash prizes to
award for knowledge of the native birds
of Oregon. These prizes are given yearly
to the classes of the highest grade in the
elementary schools of the state.
The first prize is $12 00, the second
$8.00j to be awarded to those who can
name the must birds by sight and song,
and who write a sufficiently excellent
composition on lhe subject. The rela­
tive markings for the two examinations
will be, upon a scale of 100, 60 percent
for the field test and 40 per cent for the
composition test. That is, actual know­
ledge of the birds will count for more
than excellence in composition.
The competition is open to the class
graduating in February as well as to
the class graduating in June The com­
positions must be in the hands of the
corresponding secretary of the John
Burroughs Society,

Any subject based upon personal ob-
v servation of our native birds will be ac- j
ceptable. One particular bird may be
selected for study ; or some such subject
as the following may he chosen : “Nests
of Oregon Birds,” “Feeding Habits of
Our Native Birds,’’ “ Bird Friends of the
Farmer,” etc. In all observations time
and place should be carefully recorded.
The field examinations will he given
the last week in May and the first week
in June. All whosend compositions will
he considered as applicants for a field
examination, and the address of each
writer should lie enclosed with the com­
position.

Irrigation Work.
Five projects for artificial irrigation
have been approved by the Interior de­
partment and orders issued for the
elaboration of plans and the prepara­
tion of everything required for actual
operations. These projects are scat­
tered through the states of Arizona, Col­
orado, Montana. Nevada and Wyoming
and it is estimated that their cost will
be $7,000,000. Predictions as to the
amount of land that will be improved
by rhetnlvary, running front 20,000,000
to 100,000,000 acres.
It is not surprising to hear that com­
plaints are reaching the authorities at
Washington in regard to the proposed
plans of irrigation work. This was to
have been expected, because each lo­
cality naturally desires to receive first
attention. A Washington dispatch says
that the cry has gone up from thous­
ands of western farmers that the irri­
gation funds are being used for the
benefit of land in which certain United
States senators are interested. It is
needless^ to say that there is no evid-
dence in support of this charge, which
it is safe to say is entirely unwarranted.
The prosecution of irrigation work,
there is every reason to believe, will be
carried on under the present adminis­
tration impartially and with a view to
the best results, and it is safe to discredit
all reports to the contrary.
So far as Germany is concerned her
purpose appears to he to make commer­
cial treaties with the continental coun­
tries that shall in effect create a kind
of tariff league against the United
States.
Her tariff was framed with
direct reference to trade with this coun­
try and the protection of the agricul­
tural interest ami some lines of maun
facture from our competition. This is
shown in the increase of the duty on
wheat and other cereals and on flour,
as well as the advances on meat pro­
ducts and certain kinds of machinery,
because the imports affected come
largely from this country and produce
the competition that is felt in the Ger­
man markets. What action, ifanv, our
government should take to meet this
situation the next congress may be
called upon to determine. In the last
congress it w’as proposed to institute
an inquiry in regard to tariff discrimi­
nations against the United States, but
no action was taken. Reciprocity pre
sents a way to counteract the German
policy toward us, but this is not at
present in such favor as to give much
promise of its adoption.
