The city council met last Friday after noon with Mayor Brodhead in the chair, councilmen present, Grayson, Sapping ton, Cary and Reynolds. Council was called to order in the eve ning with the following dads present: Mayor Brodhead, Recorder Coates, Councilmen Grayson, Sappington, Cary and Reynolds. The Annual report of the Treasurer was presented in itimized form. Show ing every warrant that was drown and what it was drown for, the report in full is not necessary to publish, itisnever-the- less opportune to say that the finances of the city have been in good hands and that the report for the year shows a substantial gain in comparison to last year. The annual report of the Recorder is appended herewith showing the financial standing of the city for the year. G eneral F und . Reciepts. Knowing full well that the executive can do practically nothing to better ex isting conditions, nor to prevent further evils from springing up in our mist, un less his efforts receive the hearty support and co-operation of the law making power, I trust you will give careful and considerate attention to the matters here in suggested, and if thev meet with your approval, take all necessary steps to have them put into effect and oper- ation. tier the circumstances, I have grave doubt whether it confers any power to bond the City on the Council or the citizens. I would, therefore, suggest that before proceeding further with this enterprise you memorialize our able représenta, tive in the next Legislative Assembly (Hon. B. L. Eddy) to secure the passage of a carefully prepared amendment to the Charter, covering all of these points, and also providing that such bonds be issued by a majority vote of the tax payers of the city. The present amend, ment requires two thirds. I would earnestly recommend that you take proper steps to have the char ter so amended, ns to have the principals of the initiative and referendum amend- ment to the State Constitution en grafted onto the legislative functions of the Council, so that the responsibility for wise or unwise police regulation may rest where it justly belongs, with the people of the citv, and not entirely on the shoulders of the Council. To enforce the police regulations of a City in the State Courts it frequently becomes necessary to prove the existance of the by law or regulation, by the or iginal ordinance, and by a record of its projier introduction into, and the pas sage by the Couucil.
